- I. OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is under NAICS code 423840. All qualified offers will be considered. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62 including amendments effective November 12, 2012.. The Government anticipates awarding a multiple Firm Fixed-Price Purchase Orders from this solicitation. II. STATEMENT OF NEED: The Bureau of Engraving and Printing has a requirement for the purchase of the following items to be delivered to the Washington, DC location: 1. 2M031433 BEARING BALL GR TYPE- SEYFERT ARTHUR MP: 16007 P/N L2502570 USED ON THE SUPER SIMULTAN (QTY = 6 EA) 2. 2M024673 CLAMP BAR AKA; PLATE CLAMP FOR LEADING EDGE BLATT 013 TEIL 02 PART #L594.906.3 REPAIR FOR KBA I-10 PRESSES (QTY = 24 EA ) 3.2M024672 CLAMP BAR AKA; PLATE CLAMP FOR TRAILING EDGE BLATT 013 TEIL 03 PART #L594.907.4 REPAIR PART FOR KBA I-10 PRESSES (QTY = 24 EA) III: INSTRUCTIONS: Interested parties shall provide a response in accordance with the below instructions. Response shall be provided on company letterhead. Please reference BEP- RFQ13-LB199. All responses shall be submitted to the attention of Loni Burton. Offerors shall provide as part of their response the following; 1. Proposed pricing for the items listed in Section II above. Pricing shall include the cost of delivery/shipping; 2. Samples or drawings 3. Delivery date after receipt of award; 4. Payment and discount terms and conditions. 5. In addition, unless available via ORCA (i.e. www.orca.bpn.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. IV: DUE DATE: Responses are due no later than 2:30 P.M. Eastern Time, July 1, 2013. Responses will be accepted via fax at 202-874-2200 or e-mail loni.burton@bep.gov. V. EVALUATION & AWARD: Award will be made to the lowest technically acceptable offer. VI. TERMS AND CONDITIONS: NOTICE OF PACKING SLIP REQUIREMENTS: The following outlines the Bureau of Engraving and Printing's packing slip requirements to ensure efficient processing of shipments to the Washington, District of Columbia; Landover, Maryland; and Fort Worth, Texas buildings: • The Bureau of Engraving and Printing requires that all packing slips be placed in a self-adhesive pack list envelope and affixed to the outside a shipment. • The packing list will include, at minimum, the following information: GENERAL ITEMS o Purchase Order Number - The order number the BEP assigned to this purchase. o Shipping Address - Point from which the merchandise was shipped. o Telephone Number - The telephone number to be called for inquires related to the merchandise. o Customer Information - The name and address of the party to which the merchandise is being shipped. o Total Weight of Packages o If items are drop shipped from a supplier, you must ensure the proper purchase order number is written on the packing slip by your supplier. LINE ITEMS o Manufacturer Product Identification - Item Number assigned by manufacturer/supplier o BEP Product Identification (If Applicable) -Stock Item Number assigned by BEP o Quantity Ordered - Quantity on the purchase order o Quantity Shipped - With the packing slip o Quantity Back-ordered, where applicable o If the packing slip contains multiple purchase orders, each line item should include the applicable purchase order number. NOTICE OF SHIPPING LABEL REQUIREMENTS: Every box/skid must have at least one shipping label applied to it. The label is to include, at minimum, the following information: • Manufacturer • Shipping Address • BEP Purchase Order Number • Customer Name & Address Failure to adhere to the packing slip and label requirements could result in shipment rejection, processing delay, or payment delay. Delivery Requirements The following DELIVERY information must be provided when scheduling delivery appointments: (1) Name of supplier/manufacturer; (2) Contract/Purchase Order #; (3) Total number of items; (4) Total weight; and (5) Date and time of delivery. 1.0 Deliveries to WASHINGTON, D.C. ANNEX BUILDING - (LOADING DOCK ON "D" STREET SW, BETWEEN 13TH & 14TH STREETS SW): A. Vendors must call the appointment hotline at (202) 874-2333 twenty-four (24) hours in advance to schedule approximate delivery times. The hotline is manned from 6:30 am to 3:00 pm Monday through Friday. A voicemail message maybe left after normal working hours. Deliveries are accepted between 7:30 am and 2:30 pm, Monday through Friday, excluding holidays. B. Over the road vehicles having an overall height exceeding 12'6" (3.8 meters) empty, or an overall length exceeding 40' (12.2 meters) cannot be accommodated at our receiving platform. C. To resolve any delivery issue, please contact Shipping & Receiving at (202) 874-1149. 2.0 INVOICING AND PAYMENT INSTRUCTIONS: Contractors who require more information on the IPP program, including enrollment, can contact the IPP Customer Support Desk at (866) 973-3131 or email IPPgroup@bos.frb.org for assistance. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
