Description
THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing Design/Bid/Build Construction Services for DE09-0758 Demo Buildings 152, 427, and Renovate Building 474 at, Naval Submarine Base, New London, Connecticut. This solicitation is being advertised as a 100% Small Business set-a-side procurement. The Request for Proposal (RFP) will be issued on or about July 11, 2013 to obtain contractor qualifications, for which a contract, by means of a negotiated firm fixed price procurement, will be awarded to the offeror providing the Lowest Price Technically Acceptable proposal in accordance with FAR PART 15 selection procedures. A proposal due date of approximately August 13, 2013 is anticipated with an award date of approximately September 16, 2013. The contractor shall provide all labor, supervision, materials, equipment, tools, parts supplies and transportation to perform all work described below. Project description: This project demolishes Buildings 152 and 427. It also performs facility repairs on building 474. This project will demolish two Naval Submarine School (SUBSCOL) training buildings built in the 1950s: building 152 (Pennington Hall) and building 427 (English Hall) for a total footprint reduction of 61,952 sf. It will renovate B474 (38,000 SF). The renovation will include hazardous materials abatement, roof replacement, HVAC, plumbing and electrical replacement, elevator upgrades, windows replacement, some interior space modification and finishes replacement. The period of performance for this construction project is 570 days from date of award. The magnitude of this construction project is between $5,000,000 and $10,000,000 IAW DFAR 236.204. The Northern American Industry Classification System (NAICS) code for this project is 236220. EVALUATION The proposed Contract will be awarded to the responsible offeror offering the Lowest Price Technically Acceptable (LPTA) proposal to the Government IAW FAR parts 15 & 16. To make a determination of BV, the Government shall evaluate each offeror on the following criteria: 1. Corporate Experience 2. Safety 3. Past Performance Please be advised of on-line registration requirements in the Systems for Award Management (SAM) database https://www.sam.gov and directed solicitation provisions concerning electronic annual Online Representations and Certifications (ORCA) at https://orca.bpn.gov; Representation and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. IMPORTANT NOTICE: All contractors submitting proposals on DOD solicitations must be registered in the System for Award Management Registration (SAM) prior to award of the contract. Reference is FAR Clause 52.204-99. The North American Industry Classification System (NAICS) Code for this project is 562910 with a size standard of $33.5M. Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at it own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract. Further information regarding NCACS is forthcoming. The solicitation will be available in electronic format only.
