- SOLE SOURCE NOTICE OF INTENT - The Iowa Army National Guard intends to negotiate and award a firm fixed-price contract for Type quote mark C quote mark Services for Project Number VSSB0690141/VSSB122001, Title: Type quote mark C quote mark Services for Add/Alter Security Police Facility Building #284. Schemmer Associates, 1044 N. 115th Street, Suite 300, Omaha, NE, 68154 provided the Plans, Specifications, and registered the project with the USGBC for possible LEED Silver certification through their IDIQ Contract. Henceforth the original IDIQ contract has expired and been closed out and can no longer be utilized. Schemmer Associates being the designers of record and the firm that registered the project with the USGBC for LEED silver certification are the logical follow-on firm to provide the Type quote mark C quote mark Services for this project without substantial duplication of cost to the Government. FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). Work will consist of providing Type quote mark C quote mark Services in accordance with subparagraph 3.8 of Tab C of the ANG Design Objectives and Procedures. In addition to the items identified in Tab C the following additional requirements apply: Attend progress meetings every two weeks. Gather, review, and submit the project to the USGBC for LEED Silver Certification. The A/E fee proposal shall be based on them providing Enhanced Commissioning Services. This solicitation will be issued under W912LP-13-R-0004. The anticipated contract performance period for Type quote mark C quote mark Services is 300 days after receipt of Notice to Proceed (NTP). The North American Industry Classification System (NAICS) Code is 541310 and the Size Standard for Small Businesses is $7 million. The solicitation package will be issued via the web only. The package will also include the Justification and Approval Document for other than full and open competition.
