Description
The purpose of this modification is to revise the parts required. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price contract to Butler Parachute Systems, 1820 Loudon Ave NW, Roanoke, VA 24017 for the purchase the following: Part Number: 11076, TTB 600 Gen 2 (Quantity: 11) Part Number: 101042-1-A, Harness and Container/Deployment Bag (Quantity: 53) Part Number: 10142-3, Lower Attachments (Quantity: 106) Part Number: 501002, Pilot Chutes (Quantity: 12) Part Number: 101019, Parachute Deployment Bags (Quantity: 12) Part Number: 101042-13, Channel Bridles (Quantity: 12) Part Number: 701030, Release Handles (Quantity: 12) Part Number: aadccext-17, Cypress Cables (Quantity: 8) Part Number: 101042-7, Zip Strip (Quantity: 12) Part Number: 11078-1, Longitudinal Straps (Quantity: 106) Part Number: 11078-7, Cylinder Lateral Straps (Quantity: 256) Part Number: 11078-9, Cruise Box Lateral Straps (Quantity: 159) Part Number: 11078-11, Upper Corner Webbing with #9 Delta Links (Quantity: 212) The purchase is not suitable for full and open competition for the following reasons. The materials listed have undergone extensive testing and qualification under the U.S. Marine Corps Systems Command (MARCORSYSCOM) Diving/Parachuting Authority. Each item has been tested to perform to rigid requirements for power consumption, power output, range, depth, altitude, etc. Only those articles that have been successfully tested are qualified. The objective of the qualification testing is to verify that the system provides acceptable levels of safety and mission critical support throughout the system specific operating range when approved operating and maintenance procedures are followed. The qualification process also provides maximum reasonable assurance that the mission can be completed without failure of the items. Accordingly, the material is required for modification and maintenance of the MARCORSYSCOM assets under cognizance of the Operational Evaluation Plan. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Only these items, provided by Butler have been approved for the United States Marine Corps (USMC) Systems Command and the USMC Ground Weapons Branch for assembly and maintenance of project assets, specifically the Airborne Capabilities Enhancement (ACE) program, the Special Operations Vector-Tandem and Bundle System, the Marine Assault Breaching Kit, and the Mist Cooling Device use. Offerors wishing to provide responses/comments to this synopsis shall do so via email to Courtney.henslee@navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 10 July 2013. Delivery shall be FOB Destination required 30 days after contract award. The resultant contract will be a firm fixed price commercial contract. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database.
