- This Sources Sought Notice is a Request for Information (RFI) and for planning purposes only. This is not a pre-solicitation or solicitation announcement and no contract will be awarded from this Notice. The Defense Health Clinical Systems (DHCS) under TRICARE Management Activity (TMA) is interested in determining the availability of potential small businesses that have the capabilities to provide engineering management support services for all programs and projects within the DHCS' Garrison, Theater and Wounded Warrior product lines and software applications, to include MSAT/TMDS projects. The focus of this effort is for DHCS to obtain the services of contractor expertise and Subject Matter Experts (SMEs) in support of the Military Health System (MHS) Information Technology (IT) Theater and related programs and supporting initiatives. Contractor personnel may be required to access MSAT/TMDS which operates on the Secret Internet Router Protocol Network (SIPRNet). MSAT/TMDS data is classified at the Secret level when the medical status of units is consolidated. A security clearance is required for some personnel supporting this work. Some tasking for this requirement support Theater products, however, the contractor will not be traveling in Theater.
