- Description
- Instatllation of Infrared/Radiant Heating System in Hanger P-4. This project shall include, but shall not be limited to the following: Design to modify the heating system and associated controls to temper the entering outside air and/or provide heat to maintain the hangar bay temperature above 60 degrees F adjustable while ensuring ventilation and replace the infrared/radiant heating and associated control system. This solicitation shall be for strictly the base bid and does not include the option bid. This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. The proposed contract is a 100% Small Business Set-Aside and there will be no public opening. The Government reserves the right to award a contract to other than the low offeror. Award will be the Best Value to the Government in accordance with FAR Part 15. The magnitude of this project is between between $100,000 and $250,000.. All responsible offerors must be registered in the System for Award Management (SAM) (http://www.sam.gov) to receive an award. The closing date and time for submission of offerors will be on or about 30 July 2013, the preproposal conference will be on or about 18 July 2013, the actual dates will be in the solicitation package. The solicitation package will be available for download from the FedBizOpps Electronic Posting System (EPS) Http://www.FedBizOpps.gov, on or about 20 June 2013. The government will not provide paper copies of the solicitation or unofficial plan holder list. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. As a courtesy prospective offerors that plan to download the solicitation are requested to submit company name, address, including your zip plus four, telephone number, fax number, email address, point of contact and size standard to SSgt Gregory L. Cunningham (gregory.cunningham@us.af.mil) with a copy to Rory Gardner (rory.gardner@us.af.mil) and E. Jane Bailey (elizabeth.bailey@us.af.mil) for inclusion on the unofficial plan holder list. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Point of contact is Gregory L. Cunningham, Contract Specialist, phone (707) 424-7764 and fax (707) 424-5189. There will be a one-time conference on 26 June 2013 at 09:00 A.M. to discuss pre-proposal information. This visit is open to all interested offerors but will be limited to two personnel per company. All interested offerors will meet and park in the parking lot of the Worship Church on Parker Road, located outside the Main Gate, prior to 08:45 A.M. where transportation will be provided for pre-proposal conference. All interest parties shall have a photo ID. NO CAMERAS SHALL BE ALLOWED. All personnel attending the pre-proposal conference shall abide by all security regulations and requirements of the installation. All interested personnel shall contact POC Gregory Cunningham (Gregory.Cunningham@us.af.mil) by e-mail or phone 707-424-7764 to indicate attendance no later than 25 June 2013 NOON and to provide the name of the personnel that will be attending pre-proposal conference. An official Contract Amendment will follow on 24 June 2013. Prior to contacting the Ombudsman please contact SSgt Gregory L. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer, Rory Gardner (707) 424-7765 for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). The ombudsman has no authority to render a decision that binds the agency.
