Description
The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey, New York, and Pennsylvania district offices, HUB Zone or Service-Disabled Veteran Owned Small Business firms having the capability and bonding capacity for the following effort: Replace quote mark Golf quote mark Taxiway, at Joint Base McGuire-Dix-Lakehurst, New Jersey. Construct heavy load airfield pavement and asphalt shoulders. Provide improved pavement geometry at critical pavement intersections. Provide new taxiway lighting and underground electrical infrastructure from the lighting vault. Provide taxiway edge lighting and signage. Provide airfield markings. Provide new airfield drainage systems as required to improve drainage parallel and perpendicular to the taxiway. Construction must be accomplished with minimal impact to flight operations, and will be completed in phases for specific segments of the taxiway. Responses to this sources sought will be used by the Government, for market analysis only, to make an appropriate acquisition decisions; such as, use of a small business set aside or full and open competition. This project is planned for advertisement in July 2013 and award in September 2013. If qualified firms do not respond to this Sources Sought Notice the project may be acquired under full and open competition. Contract duration is estimated at approximately 365 calendar days. The North American Industry Classification System (NAICS) code is 237310 -- Highway, Street, and Bridge Construction. The SBA size standard is $33.5 million in average annual receipts. The estimated construction cost for this project is between $10,000,000 and $50,000,000. Fifteen (15%) of the work is to be self-performed. Responses should include the following: 1. Identification and verification of the company as an SBA certified 8(a) firm by SBA New Jersey or New York district offices, HUB Zone, Service-Disabled Veteran Owned Small Business, or Small Business for NAICS Code 237310. 2. CAGE Code and/or DUNS Number 3. Responders shall describe relevant past experience with at least two (2) and no more than four (4) projects similar in scope, size, complexity and magnitude to the proposed project, completed within the last seven years. Completed projects are defined as the date the facility was turned over to or occupied by the owner. The definitions of similar scope, size, complexity and magnitude are defined as follows: a. Similar scope is defined as construction of Portland Cement Concrete heavy load airfield pavement with asphalt shoulders, airfield drainage systems, airfield markings, and lighting. b. The size of the projects used for past experience is defined as 50,000 square yards of Portland Cement Concrete heavy load airfield pavement. c. Projects of similar complexity are defined as the management and coordination of airfield pavement construction in multiple phases around an active flightline in a high security environment. d. The magnitude is defined as construction contract value between $10,000,000.00 and $25,000,000.00. 4. The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amounts listed above in magnitude. 5. The interested contractor shall provide a statement verifying that 15% of the work will be self performed including a description of the work that may be self performed. Additionally, a complete list of all permanent employees, name, title, and a brief description of their function (roles and responsibilities) shall be provided. All interested businesses should submit their responses in writing by mail or package delivery service. The due date for responses is 11 July 2013, 02:00 PM EST.
