Description
DLA Distribution Susquehanna PA (DDSP), New Cumberland PA 17070 has a requirement for the establishment of firm-fixed-price lease contract for the installation of a New Modular Building #244 for the Security Assistance Liaison Office (SALO), tenant at DLA Distribution Susquehanna. The contractor will provide the necessary material and labor as required by the Drawings and Specifications for the following tasks (but not limited to): • Provide leased modular office building for SALO Building #244. The modular office building shall consist of newly constructed connected units with 8,736 sq. ft. area and having floor plan consistent with the Project Plans. Provide all the necessary connections, terminations, etc. for a complete and usable building. • Provide the necessary labor and material to install the modular office building as described in the paragraph above. The installation shall include exterior stairs, ramps, sidewalks, etc. Provide all the necessary foundations, supports, connections, terminations, etc. for a complete and usable building. Installation work associated with the modular office shall include delivery and set up as well as trailers removal and return after lease over. • Provide the necessary labor and material to install the required utilities for the modular office building. The utilities installation shall consist of providing the necessary utility connections for sanitary/storm sewers, water/sprinkler, electric and communications from the building to the existing base utilities as shown on Project Plans. Provide all required connections, terminations, fire alarms, mass notification system and card reader at main entrance for a complete and usable building. • Provide maintenance of the modular office building including, but not limited to, power, lighting, plumbing, HVAC, communications, building construction for the duration of the lease. Janitorial services and carpet cleaning will be provided by the Government. • The lease period for the building will not exceed three (3) years. All work shall be performed complete and in accordance with the specifications and drawings. The magnitude of the construction effort is between $500,000 and $1,000,000. Period of Performance: Contractor shall commence work upon receipt of the Notice to Proceed (NTP) and complete the entire work ready for use within 180 calendar days from receipt of the NTP. Working Hours: The work to be performed shall be during the regular working hours which consist of an 8½ hour period established by the Contracting Officer, Monday through Friday, normally 0730 to 1630, excluding Government holidays. The NAICS Code for this procurement is 531120. The small business size standard is $25,500,000. The solicitation will be issued as 100% Set-Aside for Small Businesses and will result in a single award. Award of a single Firm-Fixed Price (FFP) contract is anticipated to be made to the responsible offeror whose proposal constitutes the best value to the Government utilizing Lowest Price Technically Acceptable (LPTA) evaluation procedures. Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed. Prospective offerors are cautioned concerning their responsibility to access the FedBizOpps website for any amendments that may be issued under the RFP. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the proposal due date and must be acknowledged by the contractor. Failure to acknowledge amendments may render your proposal ineligible for award. This solicitation includes provision 52.215-9023, Reverse Auction. A reverse auction may be conducted. As soon as offerors are notified of the auction they are encouraged to access the Procurex system, register and review the Reverse Auction tutorials at https://dla.procurexinc.com to learn how to participate in an auction. All interested and responsible parties may submit a proposal following solicitation release in response to the solicitation that will be considered by DLA Distribution. The Solicitation Number is SP3300-13-R-0021, and it is anticipated to be posted to the Federal Business Opportunities Website on or about the week of July 15, 2013. NOTE: All offerors MUST be registered in the System for Award Management (SAM) Database at https://www.sam.gov/portal/public/SAM/ or an award cannot be processed.
