- AG-5E34-S-13-0005 GARC Clauses Attachment A 2014 Ohio Region Map OHIO PRICE SCHEDULE Area-wide Market Analysis Scope of Work and Specifications The subject solicitation is approved for a Request For Quotes (RFQ) for a Firm Fixed Price (FFP) Contract to be Awarded through the USDA, Natural Resources Conservation Services (NRCS) in Ohio has a requirement for an Area Wide Market Analysis for the Wetlands Reserve Program (WRP) to conduct market analysis of sale prices of properties eligible for USDA-NRCS easement programs and is seeking an independent real estate professional such as an agent, broker, or appraiser licensed and registered in the state of Ohio to complete a market analysis of agricultural land sales in each of the Eighty Eight (88) counties in the state of Ohio. All work shall be completed in accordance with the Market Analysis Scope of Work. The market analysis will be based on composite of comparable sales within each Ohio County. The Government anticipates award of a firm-fixed price contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. This solicitation includes provisions and clauses in effect through Federal Acquisition Circular 05-37 and the Federal Acquisitions Regulations (FAR). These include, but are not limited to (a) 52.212-1, Instructions to Offerors-Commercial; (b) 52.212-3, Offeror Representations and Certifications-Commercial Items, which must be submitted with the offer; (c) 52.212-4, Contract Terms and Conditions-Commercial Items; and (d) 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items. All Contractors must have a current DUNS number and must be register with the Central Contractor Registry (CCR) database now known as System for Award Management SAMSs www.sam.com to be eligible for award. The first step in registering is to obtain a Data Universal Numbering System (DUNS) number, which is a unique nine-character identification number provided by the commercial company Dun & Bradstreet (D&B). To request a DUNS number call toll free at 1-866-705-5711. Obtaining a DUNS number through this process is free of charge. It behooves anyone who is submitting a quote to begin this process as soon as possible since it can take several days or longer to complete. Failure to register may cause a rejection of your offer. The Contracting Officer is the only individual who can legally commit the government or the expenditure of public funds in connection with this proposed acquisition and is the only person authorized to make changes to this IFB or any resulting contracts award. Request For Quotes (RFQ) must arrive at the address in Block 15, of the SF1449 by 11:00pm, July 21st, 2013. No bids will be accepted after the noted Bid Acceptance Time. Any bid received AFTER the acceptance time will be considered late and will not be accepted.
