Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to negotiate a purchase order to TiER 1 Performance Solutions, 100 E. River Center Boulevard, Suite 100, Tower 2, Covington, KY 41011 and is supported Sole Source Justification and Approval. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a requirement for communications efforts in controlling nanoparticle exposure. Draft Scope of Work Background: Engineered nanomaterials are materials that are intentionally produced and have at least one primary dimension less than 100 nanometers (nm). Nanomaterials have properties different from those of larger particles of the same material, making them unique and desirable for specific product applications. The consumer products market currently has more than 1,000 nanomaterial containing products including makeup, sunscreen, food storage applications, appliances, clothing, electronics, computers, sporting goods, and coatings. As more nanomaterials are introduced into the workplace and nano-enabled products enter the market, it is essential that producers and users of engineered nanomaterials ensure a safe and healthy work environment. The objective of this project is to provide practical solutions using engineering controls to effectively reduce risks from nanomaterial manufacturing and handling. Field investigations are being conducted at nanomaterial manufacturing and downstream user facilities to evaluate and improve engineering controls used for the mitigation nanoparticle exposure in the workplace. NIOSH technical reports will be written for each field survey to summarize the study results and provide data on the effectiveness of current engineering controls along with recommendations for improvement. A NIOSH document entitled, Current Strategies in Engineering Controls in Nanomaterial Production and Downstream Handling Processes, provides control approaches for the most common processes identified from literature and is scheduled to be released by the end for FY13. This document along with results from the on-going field study on engineering controls for nanotechnology will be used to develop approaches for safe nanotechnology. This project will use these base documents to develop a communication strategy, control factsheets and a website design. The specific objectives for this contract are threefold: 1) develop a communication strategy and conceptual design for engineering control factsheets and website; 2) develop website design and control factsheets, and; 3) complete website and factsheet design and deploy. Period of Performance: The Period of Performance will consist of a base period and two option periods. ********** This project is supported by a sole source justification and approval to TiER 1 Performance Solutions, under authority of FAR 13.106-1(b)(1). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), a purchase order will be issued to TiER 1 Performance Solutions, 100 E. River Center Boulevard, Suite 100, Tower 2, Covington, KY 41011 as the only source.
