Description
QMAA-F0-130019-N SOLICITATION Attachment A: Purchase Description 1. The General Services Administration (GSA) is a mandatory source for commercially available motor vehicles under the Federal Property Management Regulation (FPMR), Subpart 101-26.5-GSA Procurement Programs, Section 01-26.5-Purchase of New Motor Vehicles. 2. The purpose of this requirement is to obtain three (3) Field service Trucks (FST) for the Navy. This is a one-time acquisition for three Field Service (FSTs) for the Naval Facilities Engineering and Expeditionary Warfare Center.. 3. GSA Solicitation No. QMAA-F0-130019-N is issued to acquire three (3) Field Service Trucks (FST). The Naval Facilities Engineering and Expeditionary Warfare Center has an immediate requirement for three FSTs. These vehicles shall be able to transport up to 5 personnel for a minimum of 350 miles with extended fuel tanks. The FST shall provide accommodations for various equipment, such as a 750 gallon diesel tank, 100 gallon oil tank, 50 gallon Automotive Transmission Fluid (ATF) tank, upright 120 psi air compressor, integrated 6KW/120VAC generator, gas cutting and welding rig kit with 50 foot cables, and numerous storage compartments for tools, such as the Mechanics Tool Set, Expeditionary, Standard and Metric, spill/containment center, and 25ft heavy duty 800 amp jumper cables. The FST shall be able to be employed on and off road in austere environmental conditions and under nominal operating temperatures ranging from -10 degrees to 130 degree F and in a variety of weather conditions. The vehicle shall have corrosion resistant coatings and materials to operate in salt air environments. The FST shall be capable of towing up to 10,000 lbs. The FST manufacturer will provide user training and commercial vehicle warranty. 4. Prospective Offerors must be in compliance with the minimum standards outlined in the vehicle standards that are cited in the RFP. One or more items under this acquisition may be subject to the Trade Agreements Act (TAA), Buy American Act, World Trade Organization (WTO), Government Procurement Agreement (GPA), and Free Trade Agreement (FTA). 5. The GSA contract type contemplated is a Firm-Fixed Price Definite Quantity contract. First production FST is required 180 days ARO (After Receipt of Order). The two production FSTs are required 210 ARO. Estimated contract performance period is date of award through 210 after receipt of Order. 6. The subject RFP is applicable to NAICS Codes: 336211- Motor Vehicle Body Manufacturing.
