- Justification MFR The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO), Contracting Division, Net-Centric Services Branch, Software Section (DITCO/PL8321), 2300 East Drive, Scott AFB IL 62225-5406, intends to issue a sole source award to 90Meter Inc., to provide software licenses for the Middleware Smart Card Manager for DISA PEO-MA. The period of performance consists of a base year starting on the date of award, estimated at 01 Jul 13 through 30 Jun 14 and 2 one -year options. The Middleware Smart Card Manager licenses are only available from one sole provider. The Middleware Smart Card Manager software is proprietary to 90Meter Inc. A sole source letter has been received by the Original Equipment Manufacturer, 90Meter Inc., stating such. All responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency.
