Description
Performance Work Statement The Indian Health Service, Division of Diabetes Treatment and Prevention (DDTP) intends to negotiate on a sole source basis with the University of Colorado American Indian and Alaska Native Programs one 12 month base and two 12 months options periods for continuation of professional and technical support to the DDTP Coordination Center. The Coordination Center works under the guidance and leadership of the DDTP to oversee the day-to-day operations of the Special Diabetes Program for Indians (SDPI) Initiative grant programs. It maintains a communications network with the grantees and DDTP, as well as manages and analyzes data process and outcome measures. This requirement, permits other than full and open competition under the authority of FAR 6.302-1 - Only one responsible source and no other services will satisfy, due to the performance characteristics must be consistent in order to maintain the integrity of the project. The relationships that the Coordinating Center has developed with the 68 grantee programs are central to the continued development of a grantee communication network that is poised to expend their capacity to share best practices, foster Diabetes Prevention (DP)/Healthy Heart (HH) program development, and share information with other American Indian/Alaska Native communities through a peer consultant program and dissemination of DP/HH toolkits. This knowledge and relationships with grantees would ultimately be lost if the services of the Coordinating Center end the project be restarted with another source. The loss of institutional knowledge and relationships would clearly compromise the completion of the final phases of the project, including development of manuscripts and publication of the data from the initiative, and development and dissemination of DP/HH toolkits. If another source is used there would be a significant duplication of costs that are not recoverable and unacceptable delays or decreases in services and deliverables to grantee programs and the IHS as a result of the need for a new organization having to use significant time and resources to build capacity and develop expertise in terms of both staff, relationships with grantees, and infrastructure.
