Description
This modification is necessary to correct the size standard and the quantity needed for Line Item 0001. Quote submission date/time remains unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF-3099-8567 applies and is issued as a Request for Quotation. The North American Industry Classification System (NAICS) code is 511210. Size Standards is $35,500,000.00. FOB Destination: Vicksburg, Mississippi. The US Army Corps of Engineers (USACE), Engineer Research & Development Center (ERDC), Environmental Laboratory (EL), Environmental Modeling Branch has a need for the following (brand name or equivalent): Line Item 0001: COMSOL Multiphysics, Named Single User License (NSL), for one (1) Named User, Quantity 1, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0002: AC/DC Module for use with COMSOL Multiphysics, Named Single User License (NSL), for one (1) Named User, Quantity 1, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0003: CAD Import Module for use with COMSOL Multiphysics, Named Single User License (NSL), for one (1) Named User, Quantity 1, Unit: Lump Sum, Unit Price: _______, Total Amount_______ Background The Engineering Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Modeling Branch (EPW) has the need to estimate the magnitude and spatial distribution of electromagnetic field strength artificially imposed upon a river channel segment by a U. S. Army Corp of Engineers (USACE) operated facility. This field is used to control the movement of invasive species, like Asian Carp, into the Great Lakes region. Due to the complicated structure of the energizing device and the number of objects with large differences between material properties such as permittivity, permeability, conductivity, and resistance, accurate analytical methods are not possible. The only viable approach for obtaining the necessary knowledge of field strength is through numerical simulation. The WQCMB requires a multi-physics numerical software package for simulating and modeling various physics and engineering applications wherein physical processes or phenomena of interest are potentially coupled together. Specifications The WQCMB requires a multi-physics numerical software package for simulating and modeling various physics and engineering applications wherein physical processes or phenomena of interest are potentially coupled together. The software should conceptually consist of a numerical core with various add-on packages that address modeling of specific domains available as quote mark module plug-ins quote mark. This plug-in architecture allows a user to select the appropriate add-on packages in a cost-effective manner. An additional requirement is that the software should have built-in support of the MATLAB numerical engineering software package which is routinely used by ERDC/EL personnel. FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. Technical data is required to verify technically acceptable.
