Interested vendors please complete and return by COB 7/12/2013 The intent of this Request for Information (RFI) is to locate those with the capability to provide Systems Engineering Support BACKGROUND The U.S. National Veterinary Stockpile (NVS) is the nation's repository of critical veterinary supplies, equipment, and service resources. It exists because of the nation's concern after 9/11 that terrorists could release animal diseases of catastrophic proportions that would • deplete State and local response inventories, • generate surge requirements that would overwhelm commercial sources, and • prevent unaffected States from providing significant help for fear of the threat crossing their borders The NVS' ability to deploy within 24 hours large amounts of critical veterinary resources ensures States have what they need to respond to catastrophes and other outbreaks. The NVS deploys products like animal vaccine, antiviral, or therapeutic products to appropriately respond to damaging animal diseases affecting human health and the economy that are likely to be unavailable in sufficient quantities for large outbreaks. States, industry (as part of the incident command system), and NVS commercial partners will use the products, and related equipment, to respond to large-scale outbreaks. The NVS utilizes its commercial partners to store its inventory in multiple locations and in sufficient volume to ensure its ability to respond to multiple, large-scale, simultaneous animal disease outbreaks. REQUIREMENTS • Review, analyze and interpret drawings and plans of systems and components to ensure quality of work and compliance with NVS contract specifications. • Review any recommended or proposed changes by the manufacturer from the original drawing and make recommendations to the NVS for approval/disapproval  Assist the NVS with conducting pre-final, acceptance, and post acceptance inspections and testing to ensure the equipment is manufactured as designed.  Participate in periodic meeting and telephone conferences when required • Serve as a subject matter expert for systems/mechanical engineering frameworks, methods and tools. • Advise on and participate as required in project meetings with system developers to ensure that the equipment/systems meet the requirements of the client organizations. • Ability to read, interpret industrial technical drawings, interpreting the different views (multi-view) of an object/piece represented in/shown by any technical drawing. • Coordinate the activities of others (internal staff, client staff, subcontractors, associates and staff from collaborating and/or competing suppliers) and manage stakeholder expectations and requirements. • Ensure that the aspects of the design are driven by the business imperatives/client requirements of the organization and that the requirements driving the overall design are managed consistently and effectively. • If required, develop test requirements and evaluating test data • Advise and assist client personnel and external engineering consultants in any engineering disciplines • Evaluate contractor performance and conducting independent verification and validation • Prepare draft reports and develop positions papers and presentation material to advise leadership in preparation for acquisition decision • Awareness of systems management and operational support tools. • Experience with development, partitioning of functionality among applications and components, and application interfaces/interoperability concerns. • Experience reading, interpreting industrial technical drawings, interpreting the different views (multi-view) of an object/piece represented in/shown by any technical drawing. • Must be proficient acting in and leading integrated process teams, as well as coordinating and communicating customer requirements. • Must possess excellent interpersonal and communication skills: must have experience providing briefings and presentations to senior-level officials, written official reports, and staffing packages • Comfortable leading a team of professionals within the business, application/systems, data/information and technical engineering disciplines. Must have excellent communication skills to be able to clearly explain the benefits of a systems engineering approach to clients and stakeholders. • Have broad and diverse background in such areas as: business analysis, applications/systems engineering, and information operations/architectures. • Hold an advanced degree MS in System Engineering or similar discipline. Project Management Professional certification also desired. • Duties involve conducting analysis and evaluation on agricultural unique systems and supporting processes to include: systems integration; risk, technical maturity, System qualifications/Certifications, and System Assurance Interested sources are encouraged to add their company information to the interested parties list for this notice.
