- NASA/GRC has a requirement for the annual maintenance and support on the following licenses currently in use at our Center: GRANTA MI Software - 20 User Licenses: MI: Server MI: Viewer (Read and Edit modes) MI: Admin (Access & Version Control) Add-on Modules - 1 User License MI: Toolbox MI: Metals Lab MI: Composites Lab Reference Data Modules MMPDS-07, CMH-17 License Type: Annual, including Maintenance & Support License Extension Fee CES Aero Selector + Hybrid Synthesizer - 2 User Annual License Database Configuration/Training NASA/GRC intends to purchase the items from GRANTA DESIGN LTD, Rustat House, 62 Clifton Rd., Cambridge, England. This vendor developed the software and holds the source code. The software is proprietary to them and no other company can provide the necessary maintenance, support, and upgrades. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The sole source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 27, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
