Description
SOURCES SOUGHT SYNOPSIS: Solicitation Number: F42610-13-NSCCAPATEPB Notice Type: Sources Sought - Partial Bridge Synopsis: NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330, which has a corresponding Size standard of $35.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Program Details: The purpose of the ICBM System Program Office (SPO) Software NSCCAIPATE and IV&V Program is to maintain the nuclear safety and security of United States Air Force (USAF) ICBM weapon system. The contract provides necessary independent analyses of changes to software produced by the development or modification of any nuclear critical or nuclear certified software. This ensures that there is no degradation to the nuclear surety of the ICBM weapon systems and determines if the software designs and implementations are efficient and technically valid approaches. The contract maintains and improves NSCCA/PATE and IV&V products and processes. To provide support to the existing NSCCA/PATE contract F42610-02-D-0003 between the end of the contract (30 Sept 2013) and the award of the follow-on contract, the Government intends to award a sole source contract modification to Northrop Grumman Technical Services. This sole source contract modification is intended to be administered as a one-year basic with one, one-year option. This contract modification will allow for continued support of NSCCA/PATE IV&V programs. The Air Force is in the process of preparing a Justification and Approval (J&A) document to gain the required approval to issue a sole source request for proposal to Northrop Grumman Technical Services. The statutory authority for the Justification and Approval is 10 U.S.C. 2304 (C) (1), Justification: Supplies (or services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Due to the time constraints, Northrop Grumman Technical Services is the only known qualified source. Other interested parties should submit a concise and program-specific response presenting sufficient information to substantiate that they have (1) the necessary knowledge and understanding of the requirements (2) adequate facilities and certified employees with extensive experience in Nuclear Surety Cross-Check Analysis/Performance Analysis and Technical Evaluation and Independent Verification and Validation as it relates to Nuclear Surety, and (3) can provide services on or before 1 October 2013.
