- PENDING SOLE SOURCE AWARD NOTIFICATION THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. A VENDOR HAS ALREADY BEEN SELECTED AND IS PENDING AWARD. The Mission and Installation Contacting Command, United States Military Academy (USMA), West Point, New York (MICC WP), is providing notification of a pending sole-source award for professional maintenance and service of USMA Chemistry Spectroscopy devices. The purpose of this notice is to provide visibility to the business community of an opportunity that MICC WP intends to award to a selected vendor. MICC WP intends to enter into a firm fixed price (FFP) contract with JASCO Analytical Instruments, 28600 Marys CT, Easton, MD 21601-7463. This contract shall be awarded for one year, with no option years. This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 2304(c)(1), as implemented by authority in FAR 6.302-1(a)(2)(ii). The restriction of competition for this procurement is based upon the fact that this is a service contract for the maintenance of a highly specialized set of scientific discovery equipment, and that the vendor has certified through executive level letter as being the sole-source for service parts and certified installation. It is very likely that an award to an alternative offeror, other than the selected vendor, would result in unacceptable delays in fulfilling the agency's requirements as it has been certified that maintenance and service is available only through the selected vendor. The following is a list of the maintenance and services that shall be provided for the USMA Chemistry Spectroscopy devices under the quote mark Full Customer Support Plan quote mark. 1. Four JASCO Spectroscopy Instruments, Model Number: FTIR 4100 2. Four JASCO Sample hold devices, Model Number: ATR PRO450 3. The Period Of Performance (POP) is for one year: 01 July 2013 to 30 June 2013. The Full Customer Support Plan shall also include the following: * All repair parts, labor and travel costs * One on-site Preventive Maintenance visit per year * Discounted IQ/OQ service (if performed at same time as PM) * One free Customer training class at JASCO facilities (minus travel, meals, lodging) * Unlimited phone support for technical and application issues * At least a five percent discount on consumable parts purchases. Because this is a sole-source procurement, a solicitation will not be posted to the Internet. Responsible Sources may elect to submit one of the following documents a: Business Capability Statement; Proposal; Quotation; or Request For Information (RFI), for consideration by this agency. It is the sole responsibility of the offeror to submit their: Business Capability Statement; Proposal; Quotation; or RFI, in writing, to: harold.mcnurlan@usma.edu by no later than 17:00, 27 June 2013 EDT. Initial submission documents that are received after this time will be considered non-responsive and will remove the Offeror from consideration. When you submit a: Business Capability Statement; Proposal; or Quotation you are required to provide the following information: 1. Provide written confirmation (and attach JASCO technician training certification) that specifically states that your company has the legal authority and training provide factory level support and service for the listed equipment. Business Capability Statements; Proposals and Quotations lacking this statement shall be considered non-responsive and the offeror shall be removed from further consideration. When you submit a: Business Capability Statement; Proposal; Quotation; or RFI, you are required to provide the following information: 2. Your company's point of contact information: Company name; company address; point of contact: name, title, phone number, postal mail and e-mail addresses. ALL correspondence lacking this information shall be considered non-responsive and the offeror shall be removed from further consideration. 3. Your business size.
