- THIS SYNOPSIS FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 "SOLICITATION FOR COMMERCIAL ITEMS", AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is W91238-13-R-0011 and the solicitation is being issued as a 100% small business set aside Request for Quote (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-61. The associated North American Industry Classification System (NAICS) Code 541360, which has a size standard of $14 million, is applicable. Note: This is a request for Quote which will result in a firm fixed price, performance-based, requirements contract for the period of performance of 160 days from the date of award. Award will be made based on the best value to the government; evaluation factors include Experience, Past Performance, and Price and can be made on initial offers. In order to help the Government in its evaluation of past performance, Offerors shall provide at least three (3) current references with valid telephone numbers of customers for similar services. Prior to submission of proposal all contractors must have an active registration in the System for Award Management (SAM) database and remain active during performance, and through final payment of any contract or purchasing agreement resulting from this solicitation. Offerors who fail to register in SAM will not be considered for award. Registration can be done via the internet at http://www.sam.gov. Offereors must have completed Online Representations and Certifications (ORCA) in accordance with FAR 52.204-8. The quotes due date is Thursday, July 25, 2013 at 2:00 PM PST.
