- H92240-13-R-0008 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to evaluate proposals and make award without discussions with offerors. Therefore the initial proposal should contain the offerors best terms from a price standpoint. Do not assume that you will have the opportunity to clarify, discuss, or revise your proposal. Offerors may, at the discretion of the Government, be asked to provide more information and clarification regarding their proposal. Request for such information does not constitute discussions. The Government reserves the Right to conduct discussions if the Contracting Officer later determines them to be necessary. Solicitation number H92240-13-R-0008 is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. This acquistion has been set-aside for elgible certified small business concerns. The North American Industry Classification System Code is 811111, and the small business size standard is $7.0M. There is no Defense Priorities and Allocations System (DPAS) assigned rating. A list of contract line item number(s) and items, quantities and units of measure, (including option(s) are included in the attached solicitation. The Government intends to fulfill this requirement by awarding a single Indefinite Delivery/ Indefinite Quantity (ID/IQ) Contract with one (1) base year and four (4) option years. The Government anticipates issuing a single award but reserves the right to make multiple awards. This is the solicitation notice for the Naval Special Warfare Command (NSWC) "CESE" Program Office for NSWC. NSWC requests responses from qualified sources capable of providing non personal services to perform Depot level vehicle maintenance and repair on non-tactical/non deploying Naval Special Warfare (NSW) owned and operated commercial Civil Engineering Support Equipment (CESE) and Material Handling Equipment (MHE) as described in the attached RFP and Performance Work Statement (PWS). All work will be issued at the Task Order Level. All work shall be performed at Government facilites as idendified in the PWS and each Task Order. Delivery and acceptance is FOB Destination. All applicable FAR, DFAR and SOCOM Clauses and provisions are contained in the RFP. This requirement is 100% Small Business Set-A-Side. See Attached Solicitation document and its' attachments. The RFP closes on 23 July 2013, by 2:00 PM Pacific Standard Time (PST) and must be submitted to: Elizabeth Lewis, Contract Specialist, email at elizabeth.lewis@navsoc.socom.mil. All proposals will be acceptd by email only. A SITE VISIT WILL BE HELD AT NAB CORONADO ON 10 JULY 2013 AT 9:00 A.M. PST ALL INTERESTED CONTRACTORS SHOULD CONTACT VIA EMAIL TO ELIZABETH LEWIS AT: ELIZABETH.LEWIS@NAVSOC.SOCOM.MIL NOT LATER THAN 08 JULY 2013 AT 2:00 PST. PROVIDE COMPANY NAME, NAMES AND NUMBER OF ATTENDEES. *Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Contract Specialist to respond. Questions not received by 1:00 pm (Pacific) three work days prior to closing may not be considered.***
