- The Pacific Regional Contracting Office at Tripler Army Medical Center, Hawaii intends to award a sole source contract to Fenwal, Inc. for automated blood component separators. In order to maintain standardization across the Army Blood Donor Programs, only the automated blood component separators manufactured by Fenwal Inc. are compatible to satisfy agency requirements. Maintaining standardization is essential and therefore the Fenwal Inc.'s automated blood component separators are the only items that can meet the Government's need. The statutory authority permitting this award without providing for full and open competition is 10 U.S.C. 2304(c)(1), as cited in FAR 6.302-1(a) which authorizes the government to award contracts when there is only one responsible source and no other supplies or services will satisfy agency requirements.
