Description
Word Version of Sources Sought Notice This is a Sources Sought notice. This is not a request for proposals, proposal abstracts, or quotations. It is a survey to identify potential sources. The United States Agency for International Development (USAID) is performing this market survey to determine if an adequate number of organizations are interested in and capable of implementing and managing a complex project aimed at providing HIV/AIDS technical expertise to the Government of Zambia (GRZ). Purpose/Objective For the past eight years, USAID has been supporting the GRZ's Ministry of Health by assisting with the provision of integrated of HIV/AIDS services throughout the GRZ health system. Historically we have worked in nine PEPFAR (President's Emergency Plan for AIDS Relief) programs in the Prevention, Care and Treatment areas, and implemented activities at public health facilities in six provinces of Zambia. Key activities include HIV counseling and testing; Prevention of Mother to Child Transmission (PMTCT), treatment services, care and support, laboratory support services and strategic information. Project Requirements There are two main areas for the HIV/AIDS program: 1. Advance and deliver state of the art technical expertise in effective and tested approaches to provide integrated and comprehensive HIV/AIDS services  Provide integrated HIV/AIDS clinical care and treatment services  Scale up universal access to HIV biomedical interventions such as Prevention of Mother to Child Transmission of HIV, Voluntary Medical Male Circumcision and HIV Testing and Counseling  Scale up integrated family planning services using existing HIV/AIDS platforms  Contribute to the Ministry of Health and Ministry of Community Development, Mother and Child Health's plan for strengthening the national health system  Assist in policy formulation and development of protocols and guidelines in HIV/AIDS clinical areas 2. Research and Development include:  Continuous Monitoring and evaluation of the program  Collaborate and build capacity with the Government of the Republic of Zambia (Ministry of Health and Ministry of Community Development, Mother and Child Health)  Leverage Private Sector contributions  Collaborate with current USG programs  Build capacity and support to local HIV/AIDS organizations and HIV/AIDS grantees  Conduct studies as necessary   Anticipated Period and Place of Performance The anticipated period of performance is for five years (2014-2019) for a total estimated amount of $US125 Million subject to funds availability. Submission Guidelines Interested organizations should submit a statement addressing the following points:  Capacity of your organization to perform the work described above  Sample of challenges encountered and creative solutions employed to overcome those challenges when implementing similar projects  Experience quickly responding to unanticipated PEPFAR opportunities  Description of past clients (governmental, non-governmental)  Success/failure forecasting costs associated with technical assistance, equipment (durable goods costing more than $5,000 per unit with a useful life of more than one year), and travel needs Statements sent in response to this Sources Sought notice should not exceed three (3) single- sided pages (including attachments and charts) using an 11-point font size minimum.
