Description
The Centers for Medicare & Medicaid Services (CMS) intends to negotiate solely with Healtheway, Inc., located at: 706 Timber Branch Drive, Alexandria, Virginia 22302 for the required participation agreement with Healtheway for the eHealth exchange. The work is required for CMS headquarters located at 7500 Security Boulevard, Baltimore, Maryland. This requirement falls under Statutory Authority 41 U.S.C. § 3304(b) and Federal Acquisition Regulation (FAR) 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Contractor shall furnish all necessary management, staff, supplies, and infrastructure and shall manage, plan, schedule, coordinate and assure effective performance of all services. The Contractor shall provide the following: •1. Maintenance of the Data Use and Reciprocal Support Agreement (DURSA) •2. Maintenance of the Exchange operating policies and procedures •3. Administration all of the processes required in the Data Use and Reciprocal Support Agreement (DURSA) to include such things as outage notices, breach notification, dispute resolution, issue resolution, change management, etc. •4. Implementation and support of an efficient onboarding and testing process; oversight of the testing body who will conduct the testing •5. Facilitation and support of both the eHealth Exchange Coordinating and Executive Committees •6. Facilitation and support of Policy and Technical, Testing, Specifications, Operating Policies and Procedures workgroups under the direction of eHealth Exchange Coordinating Committee •7. Administration, maintenance and support of the shared Infrastructure (eHealth Exchange certificate authority, service registry) •8. Facilitation and support of ongoing implementation of the eHealth Exchange technical specifications •9. Build connectivity strategies to increase connectivity and transaction volumes for eHealth Exchange participants Enacted in February 2009, the Health Information Technology for Economic and Clinical Health Act required that the Office of the National Coordinator (ONC) establish a governance mechanism for the NwHIN (section 3001(c)(8) of the Public Health Service Act). ONC decided to transition the management responsibilities for the eHealth Exchange and relied on the NwHIN Coordinating Committee to determine what organization would take over the management and operations of the eHealth Exchange. Since the operational transition occurred, for CMS to continue to request and receive medical records from its partners over the eHealth Exchange, we must contract with Healtheway. The Coordinating Committee designated Healtheway to assume operational support of the eHealth Exchange effective October 1, 2012. As the designated replacement for the ONC, Healtheway is the only organization entrusted to manage the eHealth Exchange as a necessary shared service to both public and private organizations, who wish to interconnect as a network of networks (eHealth Exchange). For the agency to continue to exchange electronic medical records over the eHealth Exchange with its partners, CMS must establish a contract with Healtheway, as they are the only organization that currently has oversight of the eHealth Exchange. Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, the Government will not honor written and/or verbal requests for copies of a solicitation related to this announcement. A determination by the government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will NOT notify Respondents of the results of the information received. You must submit your responses to this notice by Friay, June 21, 2013 at 1:00 PM EST.
