Description
Synopsis: Title: W15P7T-13-R-C119, Sole Source Acquisition for the MX Sensor program for multiple aerial Intelligence, Surveillance, and Reconnaissance (ISR) platforms. The United States Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005 on behalf of Product Manager Robotics and Unmanned Sensors (PdM RUS), intends to solicit and award a two (2) year Indefinite Delivery Indefinite Quantity type sole source contract with an ordering ceiling of $84.7M to L-3 Communications, Santa Rosa, California. The MX Sensor Systems are commercial items modified for Government use and developed by Wescam Inc., a wholly owned subsidiary of L-3 Communications. The MX Sensor Systems are Electro-Optical/Infrared (EO/IR) imaging sensor systems with laser illumination and range finding capabilities. PdM RUS manages the MX Sensor Systems for the Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEW&S). MX Sensor Systems are currently operational in Iraq, Afghanistan, and the continental United States. These systems were procured utilizing several Operational Need Statements and Joint Urgent Operational Need Statements. The systems are mounted on airborne platforms and offer the battle commander a Full Motion Video surveillance capability allowing forces to find, fix, track, target and engage direct/indirect fire threats. PdM RUS will provide centralized management of the PEO IEW&S current fleet of MX Sensor Systems. In order to complete this mission, this proposed contract will provide spare MX Senor Systems, integration support, depot services, forward repair services, spare inventory replenishment, Public-Private Partnership support, and organic depot support. This effort will allow the Government to maintain MX Sensor Systems operational availability and continue to provide reconnaissance and surveillance capabilities in support of contingency operations. The Government does not possess technical data (drawings or specifications) that completely defines the form, fit, and function (F3) of the items being procured. Additionally, the F3 of the MX Sensors is not centrally managed or defined in any nationally recognized industry standard or specification. The anticipated posting date for the solicitation is on or/about 20 June 2013. The anticipated closing date is 19 July 2013. This purchase will be made under the Simplified Acquisition Procedures and Other Than Full and Open Competition basis as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 19 June 2013, at 4P.M.
