Explosive Ordnance Disposal (EOD) Group One Military Freefall Sustainment Support Program Sources Sought Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response The Fleet Logistics Center (FLC), Norfolk VA, is in the process of developing the acquisition strategy to obtain non-personal freefall parachute training support services for EOD Group One. The goal is to acquire the service of a contractor who will provide the required aircraft, qualified pilot, aircrew, and drop zone for EOD GROUP ONE personnel as delineated in Par 4.0 of the Performance Work Statement. The anticipated period of performance will cover a one-year base period with two (2), 12 month option years. The Government anticipates issuing the solicitation by July 2013. A DRAFT Performance Work Statement (PWS) is posted in conjunction with this sources sought notice. The government seeks industry input to further develop an acquisition strategy and hear from interested vendors that have the capability to support this requirement. Interested businesses are encouraged to submit a capabilities statement that describes their ability to support this requirement with the anticipated scope stated within the PWS and any past performance experience in providing this type of training/support to the U.S. Government. Past performance should include the name of the applicable agency and contract number. The applicable North American Industry Classification System (NAICS) for this requirement is 611620 and the applicable size standard is $7.0 million. Please include along with the capabilities statement your CAGE Code, DUNS Number, Business Size under the applicable NAICS code; SeaportE contract, and/or GSA contract number as well as any other pertinent information. Capability statements should be submitted by 1400 hrs EST, 12 June 2013 via email to Ms. Rebecca Natal, FLC Norfolk, 757-443-1370, rebecca.natal@navy.mil. Please reference EOD Group Want Freefall in the subject line. Submittals should be limited to no more than five (5) pages (12 pitch; Times New Roman). Comments on the attached draft PWS are not requested at this time. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. The Government will provide email confirmation of receipt of your statements. If companies do not receive an email confirmation after submitting their capabilities statement, they are urged to verify receipt telephonically.
