- AMENDMENT: THE SOLICITATION WILL NOT BE ISSUED ON 7 JUNE 2013 AND THE SITE VISIT WILL NOT BE HELD ON 12 JUNE 2013 AS ORIGINALLY INDICATED IN THE PRESOLICIATION NOTICE. THE SOLICITATION RELEASE AND SITE VISIT HAVE BEEN DELAYED UNTIL FURTHER NOTICE. SOLICITATION RELEASE DATE AND SITE VISIT DATE WILL BE POSTED AT A LATER DATE. Mission and Installation Contracting Command (MICC) intends to issue solicitation W91QF5-13-R-0001 on or about TBD for non personal services to support the United States Army, Human Resources Directorate, Soldier Support Center, Building 3400, 1401 B. Avenue, Fort Lee, Virginia, 23801-1724. The Contractor shall provide a qualified staff capable of providing Information Management, Automation Support; Functional Systems Administration, Hardware and Software Maintenance, Personnel Accounting, Electronic Military Personnel Office(EMILPO)Operational functions such as testing system updates, transaction processing, preparing reports system security and diagnostic, In/Out Processing of Personnel; Maintain Personnel Records, Promotions, Retirement, other personnel actions, such as provide support to Installation Command and Staff, Administrative support, Mail Distribution and Process ID Cards. The Contractor personnel shall have experience in the use of various Army automation systems, including Installation Support Module (ISM), Defense Enrollment Eligibility Reporting System/Real-time Automated Personnel Identification System (DEERS/RAPIDS), Local Area Network (LAN), Deployment and Reconstruction Tracking Software (DARTS), Army Training Requirements and Resources System ATTRS), Enlisted Distribution and Assignment System (EDAS), Total Office Personnel Management Information System (TOPMIS)and Electronic Military Personnel Office (EMILPO). This requirement will be solicited and awarded under Competitive 8(a) procedures. The contract period of performance will be a 12 month base period (broken out as: a thirty (30) day phase-in and eleven (11) months of full performance in the Base period) and four (4) one year option periods. The FAR Clause 52.217-8 (Option to Extend Services) will be included in the resulting contract to allow up to an additional 6 months of services. The applicable North American Industry Classification System Code (NAISC) is 561110 with a size standard of $7,000,000.00 No paper copies of this solicitation will be issued. The entire solicitation package can be obtained through the Army's Single Face Industry (ASFI) web site at http://acquisition.army.mil, under Business Opportunities on about 7 June 2013. All amendments to the solicitation will be likewise posted to the ASFI website. Contractors are cautioned to check the website periodically for amendments. No solicitation mailing list will be complied and amendments will not be sent out in paper copy.
