SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $14 million. This industry comprises establishments primarily engaged in installing and servicing electrical wiring and equipment. Contractors included in this industry may include both the parts and labor when performing work. These contractors may perform new work, additions, alterations, maintenance, and repairs. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel, equipment, and capability required for the installation of a Physical Access Control System (PACS) in the buildings Chase A-E. The work will involve the removal and replacement of existing doors, door hardware and frames with new; provide and install new PACS components including monitoring devises, intercoms, electronic hardware, PC's, printers, card readers and control panels; the installation of new electrical raceways and integrated fire alarm system components; the installation of new power and data runs between new door access control panels and nearby electrical closets; the rerouting of a twenty foot section of steam pipe and the installation of a new shut-off valve; the installation of a new vestibule doorway and the repairing of all existing architectural finishes (plaster walls, marble and terrazzo flooring and wall base) adjacent to replacement doors and frames. It is anticipated that the Coast Guard will award a firm fixed price construction contract as a result of the solicitation. The performance period for the work is approximately 270 days from issuance of Notice to Proceed/Notice of Award. The total estimated value of the procurement is between $500,000 and $750,000. Davis Bacon Act wage rates are applicable. Interested firms are encouraged to submit a Letter of Interest/Qualifications that include the following: (a) A positive statement of your intent to submit a bid for this solicitation as prime contractor (include your DUNS number); (b) A statement identifying your certified small business designation; (c) Corporate organization structure, number of full time/part time employees, corporate biography; (d) Organizational structure that will be mobilized to serve the needs of this contract (e.g., simple box/organizational chart); (e) A positive statement of registration in the System for Award Management (SAM) database at www.SAM.gov; (f) Evidence of successful past performance/experience in the installation of a Physical Access Control System (PACS) similar in magnitude. Your response is required no later than 14 June 2013. All information requested above must be submitted in sufficient detail in order for the CG to make a determination as to the applicable set-aside and the number of contracts to be awarded.
