Description
This is a sources sought notice. The Capital Improvement Department of the Naval Facilities Engineering Command “ Engineering and Expeditionary Warfare Center (NAVFAC EXWC) seeks engineering expertise that includes advanced non-linear dynamic numerical analysis, seismic analysis, geotechnical engineering, structural engineering, hydrodynamic analysis, and general waterfront and marine engineering experience. The main focus of this effort is the seismic assessment of US Navy drydocks that include non-linear dynamic soil-structure interaction (SSI) and finite element (FE) structural analyses. NAVFAC EXWC seeks SSI analysis expertise for, but not limited to, the following commercial codes: FLAC and Plaxis. NAVFAC EXWC seeks FE analysis expertise for, but not limited to, the following commercial codes: Abaqus, Ansys, LS-Dyna, and SAP2000. Other capabilities include seismic ground motion interpretation for SSI analysis, geotechnical engineering, soil testing, structural testing, and field instrumentation. The secondary focus is general waterfront or marine engineering experience with US Navy berthing pier and wharf structures. In addition to the capabilities mentioned previously, NAVFAC EXWC seeks expertise in the affects on floating and stationary structures from hydrodynamic forces (passing ships, met-ocean, tsunami, etc.), and vessel berthing and mooring loads. NAVFAC EXWC seeks hydrodynamic analysis expertise for, but not limited to, the following commercial codes: AQWA, WAMIT, and RANS. Associated capabilities include nearshore metocean data collection and analysis, tsunami modeling, siting analysis, computational fluid dynamics modeling, ship-to-shore interface analysis, utilities assessment, innovative construction/repair research, underwater explosive forces and life cycle economic trade-off analysis. Reponses to this Sources Sought request should reference A/E Waterfront and shall include the following information in this format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. Relevant past performance on same/similar work dating back 5 years and your company ™s capacity to perform the type of work. 5. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement. Standard company brochures will not be reviewed. Submissions are not to exceed two (2) standard typewritten pages. All technical questions and inquiries maybe submitted within the response. 6. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. A draft PWS, draft Attachment 1 of the PWS is posted in this notice for your reference. This is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.
