- This is a COMBINED SYNOPSIS/SOLICITATION in accordance with the information in FAR Subpart 12.6 using Simplified Acquisition Procedures. This combined synopsis/solicitation will be posted on NECO/FBO satisfies the requirement of FAR 5.201(b)(1)(i). (http://www.neco.nayy.mil) and www.fbo.gov. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302 FOR THIS PROCUREMENT ACTION. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE QUOTES OR PROPOSALS. The Naval Surface Warfare Center, Port Hueneme Division (PHD), Port Hueneme, CA intends to procure on an other than full and open competition basis, Sole Source, the following items: 1.8554657 EMT Clamshell, Quantity: 35 EA The Government reserves the right to award on an all or nothing, or partial basis. The NAICS code is: 332322 and the size standard: 500 Employees. This combined synopsis/solicitation is a SOLE SOURCE to the Original Equipment Manufacturer (OEM) due to Proprietary rights. The contract type will be a Firm, Fixed Price. This requirement is SOLE SOURCED to: E.A.S. Manufacturing CO., Inc., the Original Equipment Manufacturer (OEM) as the only source that can provide this specific EMT Clamshell Enclosure that are currently installed aboard Navy Amphibious Warfare Ships. These units are currently used for the Supporting Arms Coordination Center-Automation (SACC-A) system to protect and secure the classified EMT computer systems. SACC-A is a command and control (C2) system, which is utilized by the Marine Expeditionary Unit (MEU) aboard the LHA class ships. These are the only components that meet all the required form, fit and functional requirements per Navy specifications. Any firms believing that they can provide the material may submit a written response to be received at the Contracting office no later than 5 days after the date of publication of this notice. It must clearly show the firm s ability to be responsive without compromising the quality, accuracy or reliability of the material without causing programmatic hardship. All responsible sources may submit a quotation which shall be considered by the agency.
