- RFQ J&A COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M67001-13-Q-0165 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. This solicitation is unrestricted. The associated NAICS code is 334220. This solicitation is a brand name requirement. Vendors must be registered in the System Award Management (SAM) registration database. Lack of registration in the SAM will make vendors ineligible for award. Information on registering in SAM may be obtained via the internet at https://www.sam.gov. The provisions at 52.212-1, Instructions to Offerors - Commercial Items and FAR 52.212-3 Offeror Representations and Certifications- Commercial Items apply to this acquisition.. CLIN # Description 0001 CCT120 Antenna Terminal with the following: -50W Ku-Band Receiver -Transport Case (3 case- Black) -Standard Power Supply with safety switch circuit -CCT Software -Linkway S2 Modem Cartridge -SE Software Version -Spectrum Analyzer Manufacturer: Rockwell Collins, Part Number - 822-305-110 Quantity: 4 Each 0002 WGS X-Band Transceiver and Transit Case Manufacturer: Rockwell Collins, Part Number - 219001-01 Quantity: 4 Each 0003 24 Month Extended Maintenance for CCT120 w/ spectrum analyzer (Months 13-36) Quantity: 4 Each 0004 24 Month Extended Maintenance for WGS X-Band Transceiver (Months 13-36) Quantity: 4 Each The Government anticipates award of a Firm Fixed Price contract. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. EVALUATION. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical acceptability: Brand Name with requested technical specifications; (2) Delivery (16 Weeks ARO); (3) Past Performance; (4) Price: All pricing quoted shall be FOB Destination. Award will be made on the basis of the lowest price technically acceptable (LPTA) of quotes meeting or exceeding the acceptability standards for non-cost factors with a history of acceptable past performance. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price offeror. Other technical quotes may not be evaluated unless the Government determines the lowest price offeror to be unacceptable. In the event the Government determines the lowest price offeror to be unacceptable, the technical quote of the next lowest price offeror will be evaluated. This process will continue until a technical quote is determined to be acceptable. For past performance, the vendor shall submit, as part of its quote, information on two (2) previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. The vendor should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. Quotes shall be submitted no later than 10:00 AM EDST, 8 JuLY 2013, to be considered for award. All quotes shall be submitted to Mr. Michael Curley via email, michael.t.curley@usmc.mil. Vendors are responsible for ensuring their quotes have been received. Contact the above indicated contract specialist to ensure the government has received your quote. Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes will be rejected. All questions regarding this solicitation shall be sent to Mike Curley via email, michael.t.curley@usmc.mil and received no later than 3:00 PM (EST), 17 June 2013. An amendment to the solicitation with all the questions and answers will be posted. Vendors are to include a completed copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items with the proposal. If the vendor has completed the annual representations and certifications electronically at http://orca.bpn.gov only paragraph (k) of 52.212-3 and DFARS 252.212-7000 provision shall be completed (please submit a completed copy of paragraph (k) and 252.212-7000 with your quote).
