Description
The U.S. Army seeks an alternative to the integrated kneepad currently used in the Army Combat Pant (ACP). The Product Manager Soldier Clothing and Individual Equipment (PM-SCIE) and the US Army Research, Development and Engineering Command, Soldier Systems Center (USA RDECOM, SSC) in Natick, MA, is conducting a request for information/market investigation to identify domestic products, suppliers and manufacturers as potential sources of an innovative design and specification for an integrated knee pad suitable for incorporation in the Army Combat Pant (ACP) or similar trouser that meets the following: Salient Characteristics: a.The knee pad shall be capable of integrating into the current ACP or similar trouser with changes to the knee pad pocket area only b.The knee pad inserts shall be capable of being inserted and removed from the pant without the use of special tools c.The knee pad shall allow the pant to function with or without the knee pad d.The knee pad shall be durable to withstand combat environment e.Total weight of the integrated removable hard shell knee pad shall be no greater than 0.50 pounds per pair f.The integrated removable hard shell knee pad shall provide shock attenuation of 25kN transmitted force or lower using the test pendulum impact rig (described in the EN1621 motorcycle protection test, and 20 joules rather than 50 joules as specified in EN1621), Shock attenuation shall be tested on the hard shell/pad assembly, not the pad alone. g.The knee pad design, when incorporated into an ACP, shall not contribute to an increase in the predicted burn injury percentage when tested according to ASTM F1930 as specified in GL/PD 10-02 as part a system versus the current Army Combat Pant system. h.The kneepad shall not be adversely affected by exposure to military standard weapons lubricants, solvents and insect repellants. Potential sources shall submit: a. NAICS code(s) under which you will perform this task. b.Company address, telephone number, primary contact(s) with e-mail address (es) and CAGE code. c.Business size (i.e., small/large/HUB Zone), and DUNS number. (Respondents must be registered in the Central Contractor Registration (CCR) database in order to obtain a DUNS number. Firms may register with CCR at http://www.ccr.gov.). d.Brief statement of capability demonstrating background, experience, skills, ability and availability to fulfill the Government's requirements described herein, This can also include current or past performance of providing this or similar products to the Government. e.Minimum and maximum delivery schedule per month and anticipated volume discounts. f.Ramp schedule. g.All assumptions, including any assumed/required Government support. h.A fact sheet or white paper, with illustrations detailing the proposed knee pad design, including component material(s), construction details, technical parameters, manufacturing location, relevant company background/experience and any documented test/analysis information that would indicate performance properties such as: impact resistance, weight, etc. i.Three Product Demonstration Models j.The unit production price for the proposed kneepad k.Estimated days to deliver 75 - 100 pairs of kneepads. l.Pricing for data rights m.A pricing projection of both the unit price and if appropriate, graduated (limited) data rights for approximately 0.5 million pairs of kneepads, in increments of 50,000 pairs of kneepads. Based on the results of the RFI, the Government may purchase 75 - 100 knee pads from one or more respondents for user testing. The findings from this Market Research effort may impact future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers for proposals at this time. This is a Request for Information and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. The information received under this announcement may be used for developing acquisition strategy and refining operational requirements. Capability Statements, including attachments, are limited to ten (10) pages. Any Capability Statements, including attachments, that are not submitted in MS WORD and/or MS EXCEL or PDF format will be rejected and considered nonresponsive. Capability Statements should include: a minimum and maximum delivery schedule, business size (i.e. small/large/HUB Zone), CAGE Code and DUNS number, current contract/task order numbers, contract information and any information that can be used to determine contractor capability for providing similar products, the ability to modify existing products and/or develop new products that could meet the requirements described herein. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the Government. Interested parties should respond by July 12 2013.
