- Draft RFP Package RFI Letter with Instructions FROM: AFLCMC/HBAK 75 Vandenberg Drive, Bldg 1630 Hanscom AFB, MA 01731 SUBJECT: Contract FA8730-13-R-0015, Request for Information/Feedback - Draft Request for Proposal for the Saudi Arabia NAVAIDS Program, FMS Case: SI-B-WAU 1. The US Government will conduct a Lowest Price Technically Acceptable (LPTA) competition to award a single contract to a prime contractor for the acquisition for a "Turn Key" ground based navigational aids (NAVAIDS) and air traffic control tower (ATCT) equipment for two SANG airbases for the en-route; and approach and landing guidance of aircraft to support operations and mission requirements within the terminal airspace area for the SANG; including but not limited to, ground-to-air Very High Frequency and Ultra-High Frequency communication radios; spares, test equipment, special tools, installation, testing, operation and maintenance manuals, system familiarization training, on-site contractor logistic support (CLS), two-year standard warranties and repair and replacement service after completion of the warranty period. 2. Attached to this letter is a DRAFT of the RFP package that will later be released. The package includes DRAFTS of the Model Contract, SOW, SRD, CDRLs, the Instructions to Offerors and the Evaluation Factors. Please note that these are all Drafts. 3. The Government is seeking Industry feedback on the above mentioned RFP Package. This package is for informational purposes only and the Government will not accept any competitive proposals as a result of this Request for Information. The deadline to submit comments and/or questions is 20 June 2013 at 3:00PM EST. 4. One key area we would like comments on is the Instructions to Offerors and the Evaluation Factors. The Government is requiring a Small Business Component Breakout as part of this acquisition. Please review Attachment 2 - ITOs, Para 4.2.8 and Attachment 3 - Evaluation Factors, Para 2.3. This is a new approach to small business and industry feedback is critical to its success. 5.
