- This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 Other Than Full and Open Competition “ one responsible source. The applicable NAICS Code is 334614. The USMC Regional Contracting Office “ National Capital Region (RCO-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to Troux Technologies, Inc. for Troux Perpetual Software Licenses and Maintenance. The period of performance is for a base year and four option years. The Troux software is the underlying foundation for, and operates the Marine Corps Enterprise Architecture Portal (MCEAP). MCEAP provides an overarching picture of the Marine Corps Enterprise through the presentation of fused and synthesized Marine Corps Information and serves as data repository, visualization, business intelligence analysis and reporting tools. MCEAP is the primary system used to collect Information Technology (IT) investment data on IT systems, initiatives, and programs and their respective relationships to systems, data, and Marine Corps activities and operations. Visualization of these data is used to enable portfolio management and inform the Information Technology Steering Group (ITSG) in order to support IT procurement and development. The Troux Navigator and Troux Insight are proprietary. As a result, no other vendor can provide the software updates, patches, or help desk support. Any other source will require the procurement of a different type of software and extensive training to meet MCEAP requirements resulting in significant lost productivity costs and time required for users to build back up to the proficiency levels already attained with the current software. The annual maintenance support for Troux Navigator and Troux Insight software licenses can only be offered by Troux. This notice of intent is not a request for competitive quotes, however a firm that believes it can meet the requirement shall provide a capability statement to the Contracting Officer. Capability statements, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Responses shall be emailed to Mr. John Martin, Contracting Officer, at john.p.martin5@usmc.mil. Closing date for responses is no later than 4:00 pm Eastern Time, 17 June 2013. Late responses will not be considered.
