Wage Determination for Matagorda County, Texas Service Contract Act Reis Map Quality Control Plan Requirement Statement of Work and Specifications for Range Land Planting Plan Statement of Work and Specifications for Site Preparation Requirements Soliciation Packet for Reis GRP Restoration SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5, THIS IS A TOTAL SMALL BUSINESS SET-ASIDE PROCUREMENT (RFQ). The Small Business size standard is based on the North American Industry Classification System (NAICS) code 238910, Site Preparation Contractors, which is $14.0 million average annual income. SUMMARY: Contractor shall furnish all labor, equipment, materials, and incidentals required to the work which consist of site preparation (mechanical and chemical) of upland and shallow water area to include range planting on 63 acres in Matagorda County, Texas to restore grassland in accordance with the Statement of Work and Specifications. SCOPE OF WORK: See Statement of Work and Specifications AWARD: The Government will award a FIRM FIXED PRICE contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The anticipated award date is on or before July 9, 2013. TIME FRAMES/DATE. The GRP Restoration (Range Land Planting) must be completed no later than October 15, 2013. However, if unsuitable planning conditions exists, a technical determination will be made to reschedule planting to February 13, 2014 through April 25, 2014. PRICE. The Government estimated price range for the project is between $25,000 - $100,000. PRE-BID/PRE-PROPOSAL CONFERENCE: (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1449 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. SUBMITTAL REQUIREMENTS. This is a REQUEST FOR QUOTATION (RFQ) PROCUREMENT TOTAL SET-ASIDE for SMALL BUSINESS. Specific instructions for preparing and submission of bids are provided in the solicitation. Interested and qualified firms must submit their bids no later than 2:00 pm (CDT), July 8, 2013 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed below: USDA NRCS Texas State Office 101 South Main Street Temple, Texas 76501 All contractors must be registered in the System for Award Management at www.SAM.gov to be considered for an award of a federal contract. All responsive bids will be considered. PREPARATION OF BIDS (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: -- Completed STANDARD FORM (SF) 1449 (one original signed copy) -- Acknowledgment of all Amendments on SF 30 (if applicable) -- Completed BID SCHEDULE -- Completed REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS OF OFFERORS -- Provide DUNS number on the front of SF 1449, Block 17a Contractors shall mail one copy of their bid packet, applicable clauses, and/or provisions to USDA-NRCS, Attention: Danny Mandell, 101 S Main Street, Temple, TX 76501 no later than 2:00 pm CDT, July 8, 2013. NOTE: Contractors when mailing or hand carrying your bid packet, please ensure that the Solicitation No. AG-7442-S-13-0037 is annotated on the outside cover of the bid envelope or package.
