Description
The Federal Aviation Administration: Western Service Area is soliciting input from the construction community concerning the potential use of a Project Labor Agreement (PLA) for a large scale construction project (construction of a new air traffic control tower exceeding $25 million) in Tucson, Arizona. The proposed project duration is about 600 calendar days. A PLA is a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project, and is an agreement as described in 29 U.S.C 158 (f). According to AMS, a PLA should be consistent with Executive Order 13502, dated February 6, 2009, for all large-scale construction projects, the CO in consultation with the program office and/or COR may require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate a project labor agreement with one or more labor organizations if they determine that a project labor agreement will: (1) Advance FAA ™s interest in achieving economy and efficiency in procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) Be consistent with the law. Questions: 1). Should a PLA be executed on this project, yes or no? Provide a narrative supporting your answer. 2). Are there concerns by prime contractors on the availability of skilled construction labor? 3). What is the time impact to the completion of the contract due to a PLA? 4). What is the cost impact to the bid/proposal due to a PLA? This is NOT a Request for Offer and no contract of any kind will result from this survey. The results will be used by the FAA Western Service Area for procurement planning purposes only.
