Appendix G - Offeror's Cover Page Appendix F - Mandatory Clauses Appendix E - Non-disclosure Agreement Appendix D - Insurance Requirements Appendix C - 3rd Party Property Interests Appendix B - EBS Cover Page Appendix A - Legal Description of the Leased Land Draft RFQ - Statement of Need (SON) Final EBS for Parcel F, E2 and I The Government is performing market research to assess private and public interest in executing the anticipated requirements outlined in the attached Statement of Need (SON). This market research supports the Government's notional requirement to optimize the value of non-excess Real Property on Nellis AFB, NV via Air Force Enhanced Use Lease (EUL) authorities and through a subsequent Request for Qualification (RFQ). A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction in accordance with 10 USC 2667 and other authorities. This is not a FAR solicitation or contract for products and/or services. This synopsis is issued for planning purposes and does not constitute a commitment, implied or otherwise, that a final RFQ will be issued. The Government is seeking to identify qualified sources either singularly or as part of an assembled team. Interested sources should respond to the questions presented with this announcement in order to facilitate the Government's market research efforts. Interested entities should submit a document describing relevant demonstrated experience and qualifications via email to martin.briseno@us.af.mil no later than 5:00 PM Central Time on 17 July 2013 in the following format: Submissions should not exceed ten - 8.5 inches x 11 inches pages (five pages if printed two-sided). The submission should address all questions in the sources sought questionnaire below and your ability to execute the anticipated requirements in accordance with the SON. The Government will analyze all responses and assess among other things: the need for an Industry Day to give potential Offerors an opportunity to walk the proposed EUL site on Nellis AFB, NV; the need to have key Air Force stakeholders meet with potential Offerors for an opportunity to exchange questions and answers relative to the proposed project and RFQ; public partnering opportunities; the range of potential uses for the proposed site; and the probability of successfully realizing the Government's EUL expectations. This synopsis is for market research purposes only and is not a final RFQ. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, pamphlets, etc.) will not be considered. Sources Sought Questions: 1. What is the name of the organization or business interested in responding to a future RFQ for the EUL project described in the SON? 2. What is the organization or business address? 3. Who is your point of contact that can be contacted (phone and e-mail) regarding your response? 4. What is your anticipated use (technology and conceptual development plan) for the available property? Provide substantiating data (market analysis to include but not limited to demand, absorption rate, and capability gap) and current and relevant experience with the planned use. 5. Do you have current and relevant EUL experience? 6. Do you need an opportunity to walk the proposed property? 7. Do you need an opportunity to meet with critical Air Force stakeholders to exchange questions and answers relative to the project, the SON or the proposed RFQ?
