Description
This synopis is in reference to XQPZ-13-1410 (Sources Sought). Synopsis for Grounds Maintenance & Landscaping This is a synopsis for the acquisition of grounds maintenance and landscaping services at the United States Air Force Academy (USAFA) to include the Bullseye Auxiliary Airfield. IAW FAR 19.805 Competitive 8(a), the Government intends to issue a competitive 8(a) solicitation in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation/RFP until funds are available. The government reserves the right to cancel this solicitation/RFP, either before or after the closing date for receipt of proposal. In the event the Government cancels this solicitation/RFP, the Government has no obligation to reimburse an offeror for any costs. DESCRIPTION OF SERVICES: Base-wide Grounds Maintenance to include landscaping, snow and ice removal, maintenance and repair of trails, maintenance and replacement of trees, shrubs, hedges, bedding and planted areas, erosion restoration, litter removal, wood chipping, turf and cemetery maintenance, funeral and gravesite support, maintenance of improved grounds, to include irrigation, and mowing of semi-improved and unimproved areas. Support of direct mission and special events such as soccer tournaments, Parents Weekend, Graduation, CORONA conference and other high level interest events throughout USAFA and Bullseye. The North American Industry Classification System (NAICS) is 561730 and the business size standard is $7,000,000.00. This acquisition will be conducted IAW FAR Part 12 Acquisition of Commercial Items and Part 15 Contracting by Negotiation procedures to procure a Firm-Fixed Price (FFP) contract. It will include a 12-month base period, plus four 12-month option periods. The solicitation will be posted on or about June 20, 2013 utilizing the Federal Business Opportunities (FedBizOpps) single government point-of-entry (GPE) for federal government procurement opportunities at www.fbo.gov and solicitation documents will not be available by any other means. All responsible sources in the 8(a) small business category, IAW with the solicitation, may submit a proposal which will be considered. Other categories will not be considered. This solicitation will be issued electronically in accordance with FAR Parts 4.502 and 5.102, therefore hardcopies will not be provided. Prospective offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. USAFA will conduct a site visit for two (2) representatives from interested parties. The estimated date the site visit will be held is July 2, 2013 at 8:00 a.m. MST. 10 CONS will provide transportation to the different areas around the base. The two (2) representatives from the interested parties are required to provide: full name, Social Security number, date of birth, place of birth and citizenship status. Please provide this information to Ms. Erica Wilson no later than 2:00 p.m. MST on June 28, 2013. Due to security control, NO late requests or substitutes will be allowed to participate in the site visit. Interested parties who have submitted the required information will need to meet in the dirt parking lot across from the Pass and ID building at the south gate of the U.S. Air Force Academy, Colorado at 8:00 a.m. MST on July 2, 2013. Pursuant to AFFARS 5301.9102(a) the following shall be appointed as Ombudsman at the USAFA: Ms. Kelly Snyder.
