- Request for Quote and BPA Package with Technical requirements and List of Counties (Attachment A) SF-1449 for Iowa PTO USDA Rural Development in Iowa seeks to retain a title company, private attorney or law firm (hereinafter the "Contractor") to provide legal services for Preliminary Title Opinions related to Section 502 Single Family Housing debts to the United States of America, United States Department of Agriculture, Rural Development. The Contractor will provide all legal and related services in connection with each assigned order to complete the Preliminary Title Opinion. The Contractor performing legal services must be duly licensed to practice law and in good standings with the Iowa Bar Association, and must provide proof thereof. Applicable statutes and standards, as well as other Federal and State laws and regulations pertaining to the Government as a whole are incorporated by reference into this Agreement. Violation of applicable law, regulation, or ethical standards shall be cause for termination. The Blanket Purchase Agreement (BPA) Contractor shall provide the personnel, facilities, materials, and technical expertise to provide Preliminary Title Opinions in accordance with Section 502 (Single Family Housing) of the Housing Act of 1949 [42 U.S.C. 1480(d)]. The work shall be performed throughout the State of Iowa. USDA Rural Development retains the right to assign cases under this agreement and may elect not to use legal services for all cases handled during the term of the agreement. The effective date for any resultant Blanket Purchase Agreement (BPA) will be from the date of issuance (by Contracting Officer) until September 30, 2013, renewable through September 30, 2018, or until it is cancelled by either party with a 30 day written notice. Contractors/individuals providing services to USDA RD must have and maintain an active registration in the System for Award Management (SAM), previously known as the Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA), before award of any order for services will be made. Information and registration requirements for SAM can be found at www.sam.gov.
