- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bids to obtain construction services for its "Chicago Sanitary and Ship Canal (CSSC) Permanent Dispersal Barrier I, Water Structures Project, Romeoville, IL". PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for providing all necessary labor, equipment, and materials to construct and install underwater steel structures which consist of 5"x5" weldable steel and associated electrical cables, concrete duct bank and manholes. The steel structures and electrical cables will be installed along the bottom of the canal with the cabling strung through existing boreholes located along the sides of the canal. Additional electrical connections and wiring will be required in the concrete duct bank and manholes. ACQUISTION INFORMATION: Competition for this acquisition is RESTRICTED to SMALL BUSINESS CONCERNS. The Classification Code for this procurement is North American Industry System Code 237990, which applies a small business size standard in dollars of $33.5M. The estimated price range for this construction project is between $5,000,000.00 and $10,000,000.00. In order for contractors to be awarded contracts with this agency, the contractor must be registered in the System for Award Management (SAM); registration can be completed free of charge by accessing https://www.sam.gov. The Government intends to award a firm-fixed price CONSTRUCTION contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED. BID SET: The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, and/or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from this Internet Site, https://www.fbo.gov. The IFB will be available at this Internet site (www.fbo.gov) on 21 June 2013. Bids will be due by 2:00pm CDT on 22 July 2013. Please be advised that in the case of a discrepancy between the dates/times published in this notice and those called out in the IFB document, the dates/times in the IFB document overrides those published hereunder this notice; this is relative to the IFB issuance date and the due date & time for Bids.
