PR Numbers(s): FD20201350676 Item 0001 Engineering Services Description: To provide highly specialized engineering and technical services required to support all configurations of the T-38 and F-5 aircraft weapon systems. The contractor owns the specialized proprietary data for these support activities. The services may include, but are not limited to, aero-dynamics and base line aircraft structure data, aircraft structural integrity program (ASIP), airframe specific tests, ancillary engineering support activities such as developing and validating troubleshooting and isolation faults in a current design configuration, providing Non-destructive Inspection (NDI) improvement capabilities studies, methods developments, develop and provide analysis, assessments, studies, component and system-level component design or testing to substantiate a new or improved component or sub-system capability, and provide configuration management support and general consultation. QTY: To establish a 5-year Sole Source IDIQ Engineering Services contract with Northrop Grumman Technical Services, Inc. (NGTS) with a ceiling of $40,000,000.00 in accordance with the Statement of Objectives. Separate Task Orders will be placed against this contract when awarded. Electronic procedure will be used for this solicitation. TO: Northrop Grumman Technical Services, Inc., 2411 Dulles Corner Park STE 800, Herndon, VA 20171-3431 All interested responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty if award is issued under existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Prospective offerors are advised that Foreign participation is not permitted at the prime contractor level. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or limited number of reasonable source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for with the Government intends to solicit and negotiate with only one, or limited number of sources under the authority of FAR 6.302-1(b)(2). An anticipated award date is 27 September 2013. Supp. Description: IAW PWS 4.0 Quantity: 1.0000 LO Delivery: TBC,.00 Item: 0002 Engineering Services Labor - CPFF Description: Contractor shall provide qualified personnel to perform engineering services in accordance with the Statements of Work (SOW), Contractual Engineering Tasks (CET), and/or Contract Data Requirements Lists (CDRLs) contained in each individual task order associated with this IDIQ contract. The hours required to perform the services will be negotiated in each task order. Supp. Description: IAW PWS 4.0 Quantity: 1.0000 LO Delivery: TBC,.00 Item: 0003 Engineering Services Travel - CRNF Description: Will provide IAW PWS4.6 and FAR 31.205-46 Quantity: 1.0000 LO Delivery: TBC,.00 Item: 0005 Data FFP - NSP Description: Contractor shall provide data in accordance with the Statements of Work (SOW), Contractual Engineering Tasks (CET), and/or Contract Data Requirements Lists (CDRLs) contained in each individual task order associated with this IDIQ contract. This FFP CLIN shall be used when the scope of the effort is well-defined. Supp. Description: IAW PWS 3.1 and 5.2 Quantity: 1.0000 LO Delivery: TBC,.00 Item: 0006 Data FFP - SP Description: Contractor shall provide data in accordance with the Statements of Work (SOW), Contractual Engineering Tasks (CET), and/or Contract Data Requirements Lists (CDRLs) contained in each individual task order associated with this IDIQ contract. This FFP CLIN shall be used when the scope of the effort is well-defined.
