- Acquisition and Contracting Policy Consulting Services RFI The Federal Retirement Thrift Investment Board (TIB or the Agency) is an independent Federal government agency in the Executive Branch created by the Federal Employees' Retirement System Act of 1986 (FERSA). The TIB is performing market research to determine industry interest and capabilities in developing an Agency-wide Acquisition Policy and Contracting Policy (or Procurement Policy). More specifically, the Agency is seeking to gain knowledge of the scope, timeline/schedule, cost, and specific milestones needed to develop and implement an Agency-level Acquisition Policy and a Contracting Policy at the TIB. It is the Agency's policy to obtain the best value for all goods and services. The Federal Acquisition Regulation (FAR) informs the Agency's procurement activities; however, as an independent agency the TIB does not receive appropriated funds and is not bound by the FAR. The Acquisition Policy and the Contracting Policy will establish a TIB-custom Acquisition Management Framework that will govern all aspects of acquisition management lifecycle for the TIB. This is a Request for Information (RFI) announcement only. This is not a solicitation or request for proposal and in no way commits the Agency to award a contract. The Agency does not intend to award a contract based on responses to this RFI nor does it intend to pay for any costs incurred in response to this announcement. Responses to this notice will not be considered as offers and cannot be accepted by the Agency to form a binding contract. Respondents are solely responsible for expenses associated with responding to this RFI. Respondents will not be briefed on the Agency's review of submissions to this RFI.
