- SYNOPSIS SYNOPSIS FOR: Grounds Maintenance PLACE OF PERFORMANCE: Hill AFB and Little Mountain, Utah SOLICITATION NUMBER: FA8201-13-R-0018 CONTRACTING OFFICE: OL:H/PZIOC 6038 Aspen Ave Building 1289 NE Hill AFB, UT 84056 SET ASIDE: 100% HUBZone NAICS: 561730 Size - $7,000,000.00 TYPE OF ANNOUNCEMENT: This synopsis and solicitation for commercial services is prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12. The solicitation and all other pertinent information pertaining to this requirement will be attached to this notice. A written solicitation will be used to facilitate proposal preparation and evaluation. The written solicitation must be downloaded from www.fbo.gov. No hard copies will be issued. On the page where the solicitation is posted is a link to a registration page if you would like to receive notices of amendments and/or addenda that may be issued to the solicitation. If you do no register, it is your responsibility to periodically review the web site for any changes to the RFP. Contractors that are debarred, suspended or proposed for debarment are excluded from receiving contracts. Proposal prepared by debarred, suspended or otherwise ineligible contractors are at the risk and expense of the contractor. Contractors must be registered in the System for Award Management (www.sam.gov) prior to award. DESCRIPTION OF REQUIREMENT: The requirement is for grounds maintenance of Hill Air Force Base (HAFB) and Little Mountain Complex. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at HAFB and Little Mountain in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. There are approximately 4,500 acres of improved and semi-improved grounds. These areas consist of lawns and landscaping to include parade grounds, athletic fields, picnic areas, and shoulders along main thoroughfares. Sections with low levels of development include airfields, small arms ranges, antenna farms, munitions storage areas, and shoulders on secondary roads. Additional maintenance requirements include approximately 4,000 trees, 160,000 linear feet of irrigation, and 340,000 feet of sidewalks, bedding areas, and flower beds. Additionally, the contractor shall be required to locally resolve any issues/problems that may arise. The contractor shall implement quality control procedures addressing daily deficiencies, correct noted deficiencies in a timely manner, and provide solutions to problems when they arise. Also, the contractor may be asked to perform additional work not anticipated in the original scope of work, perform emergency or special event grounds services required in areas to include erosion, clean-up of trees, limbs, and debris in aftermath of storms, drought situations, special events, and/or distinguished visitors. The period of performance includes a base period of approximately 1 October 2013 through 30 September 2014, with four one-year ordering periods. SITE VISIT: A site visit will be conducted. METHOD OF EVALUATION: This acquisition will use Lowest Price Technically Acceptable (LPTA) Source Selection Procedures. TYPE OF SOLICITATION: Solicitation FA8201-13-R-0018 is a Request for Proposal. Offerors should pay close attention to section 52.212-1 of the solicitation entitled "Instructions To Offerors" for proposal instructions. PROPOSAL DUE DATE: The anticipated proposal due date is 30 June 2013 with award date of 01 October 2013. Exact dates will be shown in the Request for Proposal (RFP) when posted on or about 30 May 2013. QUESTIONS: All questions pertaining to this solicitation shall be submitted by email to adam.townsley@hill.af.mil and michael.zack@hill.af.mil. Inquiries via telephone or fax will not be accepted. All correspondence sent via e-mail shall contain a subject line that reads, FA8201-13-R-0018 Grounds Maintenance Services. E-mail filters at HAFB are designed to filter e-mails without a subject line or with suspicious subject lines or content (i.e.,.exe or.zip files). Therefore, if the prescribed subject line is not included, the e-mail may not get through government email filters. Also.zip or.exe files are prohibited attachments and may be deleted by the e-mail filters at Hill Air Force Base, UT. Ensure only.pdf,.doc, or.xls documents are sent as attachments to e-mail. The e-mail filters may delete any other form of attachments.
