- Contract No. P13PX00704 TAS: 14 1036 In accordance with FAR 6.305 and FAR 5.406, this special notice publishes the Justification and Approvals for Other than Full and Open Competition. This is not a request for competitive proposals, bids, or quotes. The Government shall consider all responses received prior to the close date of this announcement (14 days from posting date). A solicitation is not available. Please email the Contract Specialist, Christie VandenDries, at christie_vandendries@nps.gov with responses or questions regarding the requirement. DESCRIPTION OF THE REQUIREMENT The purpose of this purchase order is to provide the National Park Service (NPS), Yukon-Charley Rivers National Preserve (YUCH), with text editing, wayside design, and production ready files for the fabrication of the panels and bases for twenty original wayside panels of various sizes, two bulletin boards, two wooden building identification signs, and various types of bases and mounts. SUPPORTING INFORMATION In September 2011, J&J Architectural was awarded a task order under a Harper Ferry's IDIQ contract to design and fabricate 20 wayside panels for Yukon-Charley Rivers National Preserve. That task order was eventually terminated for default. Their subcontractor for graphic design of the panels was Gecko Group. The design of the panels was completed prior to termination of the contract; however, NPS has not been successful in obtaining the production ready files from J&J to use in fabrication of the panels. Gecko Group received partial payment for their work but is still owed $12,937.25 by J&J. Gecko Group has agreed to provide NPS with the production files for half of the remaining funds due to them. EFFORTS TO LOCATE OTHER SOURCES Awarding this contract to Gecko Group will save the government significant funds because they will purchase existing design files for a fraction of what it would cost to redesign the panels or reproduce those files. In addition, significant staff time that would be needed to edit and proof each panel would be saved.
