Description
The Air Force is seeking sources for a potential 100 percent set-aside for Small Business, HUBZone, Economically Disadvantaged Woman Owned Small Business (EDWOSB), or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. Work includes all labor, material, and equipment to replace three rooftop direct expansion (DX) air handling units and remove three rooftop condensing units. Replace with three rooftop air handling units, chilled and hot water loops, and chiller. Replacement and reconfiguration of the system will include all associated piping, controls, power, and the reconfiguration of the rooftop mechanical screen. Make necessary modifications and repairs to the existing roof membrane. Replace existing Direct Digital Controls. Replace heat exchanger in the instructional air handler in the second floor. This is an educational facility so the schedule must be closely coordinated as teaching will be impaired by any disruption due to lack of cooling, heating, and ventilation. The contractor should have flexibility with their work plan and be able to forecast their work. The contractor will be required to maintain a meticulously kept work site and material and debris delivery routes through the building. The contractor should anticipate removal and replacement of equipment in phases so that the entire building is never completely without HVAC capabilities F/20643 is a three story, 52,000 SF academic facility with three inefficient DX air conditioning systems that supply cooling, plus one unit in the mechanical room used, in part, as a teaching aid. The Air Force intends to award a contract with a 180 day period of performance. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NAICS Code: 238220 Size Standard: $14.0 M. Prime contractors who are Small business, HUBZone, EDWOSB, or SDVOSB and who intend to submit a bid for this solicitation are highly encouraged to submit the following by 10:00 a.m. (local Dayton time) on 29 April 2013: Responses should include the following: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and/or (3) documentation of SDVOSB status; and/or (4) EDWOSB must provide information IAW Federal Acquisition Regulation 19.1503; and (5) listing of capabilities and/or experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project (limit to 5 single-sided pages); (6) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (7) If you are considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture.
