- This is published as sole source announcement under the statutory authority at 10 USC2304(c) (1), and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command, Aberdeen Proving Ground-Tobyhanna Division, Tobyhanna, PA 18466 intends to negotiate and award a contract for the repair and overhaul of the following items on a sole source basis to Sypris Electronics LLC, 1090 N. McKinley Drive, Tampa, FL 33612. A Sources Sought Notice for this requirement was previously posted to FBO.gov under W25G1V-12-T-0332. This action is for a new one-time contract for Documentation, Test Equipment, Tools, Software, Training, and Parts for the KOV-21 to allow Tobyhanna Army Depot (TYAD) the resources to develop test and repair capability at the component level. This requirement includes the purchase of capital production equipment, documentation, test equipment and test software, training and parts necessary to provide organic depot maintenance. The KOV-21 Circuit Card Assembly was developed under the oversight of the National Security Agency. It is the cryptographic element used in the AN/PYQ-10(C) Simple Key Loader (SKL). Sypris, as the Original Equipment Manufacturer (OEM) of the KOV-21, has unique expertise and knowledge of repair and testing of the KOV-21, much of which is proprietary to Sypris. Sypris has been the only OEM of the KOV-21. Sypris has been the only source of repair for the KOV-21 module. Many of the tools and the test sets were designed by Sypris for use on the KOV-21 card. Sypris holds unique information that TYAD seeks to obtain through a contractual agreement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide this service, you must respond within fifteen (15) days of this notice. Solicitation W25G1V-13-R-0013 will be issued on or about May 15, 2013. The NAICS Code is 334515 and the size standard is 500 employees.
