Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Property and Fiscal Office, 9 National Guard Road, Columbia, South Carolina, intends to award a lump sum firm fixed price contract for Receiving, Storing, Loading, Securing, Moving by Barge, and Discharging 60 EA M113 Series Track (approx 825,000 lbs) and 30 EA Pyramid Type Cones (approx 10,000 lbs) based on proposals received as a result of this announcement. Prepare proposals utilizing the following information: Contractor to perform REEF drop on 27-30 August 2013, weather permitting, alternate dates 3-6 September 2013; Contractor to provide lay down area at three Drops sites - 1) Jim Caudle Reef (PA 01) - 33 48.812 N - 078 30.522 W, 2) Little River Offshore Reef (PA 02) - 33 41.963 N - 078 26.637 W and 3) Bill Perry Jr Reef (PA-08) - 33 25.694 N - 078 33.201 W; Contractor must have ABS-A1 Ocean Deck Barge; Contractor must coordinate with user; Contractor responsible for loading Track, Cones and other materials to barge from loading area and Discharging at the Drop sites; Contractor responsible for lashing, securing and any dockage costs; Contractor's tug must be of sufficient horsepower to tow loaded barge; Contractor must have, at a minimum the following insurance coverage: 1) Longshoremen and Harbor Workers Act coverage, 2) Dock workers must have Stevedore-type Liability insurance located in the Charleston area, 3) Jones Act insurance coverage, and 4) P & I insurance at a minimum of $10,000,000 coverage. The project must be in compliance with all regulatory and environmental requirements. The dollar range for this project is between $25,000 and $100,000. All questions must be in the form of an RFI in writing to the Contracting Officer, SFC VANESSA J. HOLMES no later than 2:00 PM ET on 3 May 2013. All responses to this notice shall be emailed to vanessa.j.holmes.mil@mail.mil no later than 1700 (5:00 PM ET) Friday, 13 May 2013. POC: Vanessa Holmes @ 803-299-4018.
