Description
This is a Sources Sought Notice to determine the availability and capability of potential Small Business Manufacturers or Small Businesses capable of supplying a U.S. made product of a small business manufacturer or producer. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotation, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The applicable North American Industry Classification System (NAICS) code is 333314, Optical Instruments and Lens Manufacturing and the size standard is 500 employees. The U. S. Food and Drug Administration (FDA) is seeking to identify sources that can provide an inverted confocal microscope system with the salient characteristics listed below. Background: The Laboratory of Cellular Hematology (LCH) evaluates the effects of nanomaterials on blood platelets; blood platelets are very small cells (~5 x smaller than other cells). Therefore studies on platelets require imaging devices with very high resolution. Typically, these highly function imaging devices are confocal microscopes that operate with high quality/resolution optics (objectives, pinholes, photomultiplier, cameras, etc). In order to achieve the Laboratory's mission, LCH has recently purchased several high resolution objectives (40x, 63x and 100x magnification oil objectives), dichroic interference contrast prisms (DIC), and imaging deconvolution software all manufactured by Zeiss. Deconvolution software mathematically reads the optical characteristics of the laser-beam used in microscopy, as well as corrects irregular optical aberrations. Minimum System Requirements:. System shall have space efficient footprint - maximum dimensions of 4 ft. x 6 ft. x 3 ft. and run US standard voltage requirement (110 volts - 120 volts). Device shall be capable of imaging live cells (sized below 3 microns). Instrument shall have solid state lasers of 635 nm, 555 nm and 488 nm (industry standards). Device shall be compatible with already purchased Zeiss objectives 40x, 63x, and 100x, DICs and imaging deconvolution software. Instrument shall have "inverted" configuration, Zeiss LSM 700 RGB 2 channel ZEN 2012 or equal, and accessories. Instrument shall be classified as a confocal fluorescence microscope. Device shall be able to detect green, red and deep red fluorescently labeled cells. System shall include all required software, firmware and accessories. Minimum one (1) year warranty. FOB Destination. On site installation. On site system training for 2 users. Post Warranty System Annual Preventive and Corrective Maintenance (four 1-year option periods) to include. Minimum of one on-site preventive maintenance per year. Unlimited corrective repairs to include all parts, labor and travel with maximum of 72 hour onsite response. Unlimited software and firmware updates (non-elective). Unlimited phone and email Technical Support during business hours. Maintenance performed by original equipment manufacturer (OEM)-certified technicians, following OEM specifications, manuals and service bulletins, using OEM-certified tools and replacement parts, components, subassemblies, etc. Parties submitting capability statements shall be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to provide the required specified equipment. Respondents should submit their capability statements not exceeding fifteen (15) pages in length, excluding standard brochures. Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number, email address of point of contact and reference 1115958. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number that maybe applicable to this potential requirement are also requested. Contractor shall provide any descriptive literature necessary for the government to determine whether the product offered meets the technical requirements including: technical specifications, descriptive literature, brochures and other information which demonstrates the capabilities of the contractor's equipment.
