Description
The U.S. Department of Veteran Affairs (VA) is seeking Service Disabled Veteran Owned or Veteran Owned Small Business sources that are capable of providing support to the VA Learning University (VALU) and its customers (VA's workforce of 325,000 employees) in the task areas described below. The purpose of this notice is to gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought notice will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. DESCRIPTION OF REQUIREMENT Contractor will be required to provide support in the following areas: Program Management Leadership Programs Change Programs (a.k.a. "Change Academies") Mixed Training Delivery (including virtual, face to face, and blended methods) Implementation of New Training Technologies Custom Training Development Instructional Design Training Assessment and Evaluation Training Policy and Guidance Leadership Training and Development Customized Training Delivery Strategic Communications Marketing and Communication Planning and Support Web Design and Technical Maintenance SUBMISSION INSTRUCTIONS THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought notice does not constitute a request for proposals. Submission of any information in response to this Sources Sought notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide a capability statement in the format described below that answers the following questions: Cover Sheet - 1 page Please provide the following information: 1. Organization name, address, DUNS number, and web site. 2. Point of contact to include e-mail address and telephone number. 3. VetBiz Verification as either a Service Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Small Business (VOSB) 4. If applicable, GSA contract number, schedule, and SIN category. Capabilities Statement and Market Information - 10 pages maximum 1. Please describe your organization's breadth of expertise/competency to respond to or support (collaborate on) a broad range of complex requirements in the above listed task areas. Please keep in mind that these requirements would have to serve a geographically decentralized customer population of 325,000 people. 2. How many and which task areas can your company satisfy alone? How many and which task areas would your company be able to satisfy through a teaming arrangement, joint venture, or other partnership? 3. Please describe your company's largest contract awarded to date. Please include contact information. 4. Please describe your experience with end-to-end instructional design and delivery. Please include examples, including those that include innovative use of new methodologies and technology, which would be relevant to a large customer population. Please keep in mind that the customer population - VA's workforce - is disbursed across all 50 U.S. states, plus Guam, Puerto Rico, and the Philippines. 5. Please describe your experience with marketing programs to a large, geographically disbursed population (100,000 people or more). Please include examples and data that reflect your performance. 6. Please describe your experience with successfully completing critical, high-visibility tasks from a federal Department/Agency Head with short turnaround times. Specifically, how did you approach the task, mobilize to complete the work, and ensure deadlines were met? Capability statements are due by 9:00 AM EST on Wednesday April 17, 2013. The page limit for capability statements is 10 pages (not including cover page.) Capability statements must be submitted to Lee Oliver at lee.oliver@va.gov and Terrie Nestor at terrie.nestor@va.gov.
