VA245-13-B-0112 (Project 613-CSI-113): Furnish all labor, tools, materials, equipment, supplies and supervision necessary to Construct a Domiciliary Internet Café and Expand Rehabilitation Medicine Service at this VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405 in accordance with the solicitation documents, specifications and drawings. This project consists of a 1900 GSF Domiciliary Internet Café with an adjoining 400 GSF porch to support the nearby 312-Bed Domiciliary. The project expands Rehabilitation Medicine Service by 2,700 GSF providing needed expansion space. The expanded space will house Polytrauma, the pain clinic, and administrative offices. The project will be constructed as a single story building but structurally designed to allow for the addition of two additional stories in the future. The project encompasses the following: Total Building Construction approximately 5,000 GSF. The Internet Cafe is the central defining architectural element used to organize and integrate the project. It is located on the south side of the corridor from the main hospital to the Dom and CLC buildings. The existing Terrace will be removed to make space for the Internet Café and a future healing garden. The present Starbucks coffee service will be relocated in the Cafe. A children's area is provided in the Cafe. A porch serves as a mild weather extension of the cafe table and seating area. The PMR Expansion or Physical Medicine space program consists of the following areas: Waiting, Public Toilet, Physician Exam Room, Evaluation & Treating Room, Clinical Offices, Administration Offices, Storage, and Evaluation Room. The present smoking shelters on the north side of the corridor will be removed to make space for the PM&R Expansion. The existing connecting corridor will be demolished up to the corridor split to the corridors to buildings 501 and 502. The structural design allows for the addition of two floors above the existing corridor, the Cafe, and PM&R Expansion in the future. Site development. Utilities. Housekeeping, toilets, and other support spaces. The existing mechanical room with HVAC serving the three adjoining corridors will be expanded. The mechanical equipment will be removed and replaced with HVAC equipment to serve the two remaining corridors and the newly constructed project area. All work includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, equipment relocation, environmental work for asbestos, necessary removal of existing systems and construction and certain other items. There will be TWO pre-bid site visit to be held on May 16, 2013 @10:00 am and May 17, 2013 @10:00 am (EST) for this project and all prospective bidders are highly encouraged to attend. All prospective bidders will gather at B308B FMS/Contracting Conference Room to sign in. Contractors will be escorted to B500 for temporary badge (as necessary) and to the site(s) to conduct field investigation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html. The solicitation will be issued on/about May 10, 2013 with the bid opening on/about June 10, 2013 @ 2:00pm local time (EST). Dissemination of the solicitation will be limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to 'Receive Notification', you will be notified by e-mail of any new amendments that have been issued and posted. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. All requests for information are to be submitted electronically to the Contracting Officer at laura.silguero@va.gov. Subject line of e-mail should read: VA245-13-B-0098 (Interior Renovations Police/PIV) on company letterhead. Questions beyond May 28, 2013 will not be addressed. No telephone inquiries will be accepted. The project magnitude range is between $1,000,000.00-$2,500,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220 small business size standard of $33.5 million applies. Award is subject to the availability of funds. Acceptance period for offers received after the bid opening date is 120 calendar days.
