INTRODUCTION A. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Proposal (RFP) number is: W56HZV13TA124 C.Posting Date: 4/2/13 D.Response Date: 4/16/13 14:00 (2 p.m.) Eastern Standard Time (EST) E.Contracting Office: Army Contracting Command - Warren (ACC-WRN) 6501 E. Eleven Mile, Warren, MI 48397. F.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 effective February 28, 2013. G.The NAICS code applicable to this acquisition is 332312. NOTE: Offeror must be certified under this NAICS code prior to receiving an award. H.This Combined Synopsis Solicitation contains clauses and provisions requiring a fill-in or representation. Offeror shall submit a copy of this Combined Synopsis Solicitation with their bid and respond to these clauses and provisions accordingly. A failure to complete these fill-ins may cause your offer to be determined ineligible for award. I.Basis for award- ACC-WRN intends to award to the lowest price (50%), technically acceptable (25%), previous experience (25%). The Government may also choose to negotiate if only one offeror is received. See provision at 52.209-4011 - Contractor Responsibility and Eligibility for Award for further details. J.Small Business Set-Aside: 100% SECTION A: SUMMARY Proposals shall include the following information: -Cost -Estimated weight of tank, when full. See definition of weight in section 4.3. -Estimate of the full internal volume of the tank and the total useable (or fillable) volume of the tank. -Overall height -Sketch of proposed tank showing dimensions -Materials that the contractor would expect to construct the tank out of, including thicknesses. -Proposed schedule which includes (see Section 5): Start of Work Meeting (no later than 7 days after contract award) Initial Design Review (no later than 30 days after contract award) Final Design Review (no later than 60 days after contract award) Delivery of first tank (no later than 12 weeks after contract award) Delivery of second tank (no later than 8 weeks after authorization is given by TARDEC CSI) SECTION B: CLIN DESCRIPTION AND PRICING SECTION C: STATEMENT OF WORK (SOW) SEE ATTACHMENT SECTION D: PACKAGING AND MARKING See TDP Clause 52.211-4072 TECHNICAL DATA PACKAGE INFORMATION NOTE: TO OBTAIN DRAWING SPECIFICATIONS, CONTRACT MUST SIGN, SCAN, AND E-MAIL COMPLETED NON DISCLOSURE STATEMENT.
